Job summary

Tulsa Community Foundation is seeking a Technical Project Manager to join the Integrated Strategies team, steering data and workforce development initiatives in a collaborative, Agile environment.

You will coordinate complex, multi-stakeholder projects, maintain Jira/Confluence artifacts, and align internal and external teams across Tulsa and statewide partnerships.

This hybrid, full-time role requires residence in Tulsa or relocation, with office-based 3 days a week. 40-hour weeks apply.

Qualifications

  • 3-5+ years of experience in technical project management, preferably in cross-sector or data-related projects.
  • Experience with data infrastructure projects—such as data warehouses/lakes, analytics platforms, or data-sharing systems.
  • Strong understanding of SDLC and project lifecycle management, with demonstrated success coordinating across internal teams and external vendors.
  • Familiarity with user acceptance testing (UAT), UX, and requirements gathering for data/tech tools.
  • Proficiency in Jira and Asana for managing technical and stakeholder workstreams.
  • Strong attention to detail, communication, and scheduling logistics.
  • Experience in workforce development, civic tech, or economic development is a plus.

Responsibilities

  • Own day-to-day execution of assigned technical projects (1–6 months), ensuring defined scope, timelines, milestones, and success criteria are clearly established and maintained throughout the project lifecycle.
  • Serve as the primary liaison for mid-level stakeholders, translating business needs into structured project plans and actionable work for technical teams while ensuring alignment and expectation management.
  • Drive disciplined execution tracking—Monitor progress against commitments, proactively identify and manage risks and dependencies, elevate issues when appropriate, and ensure projects remain on track.
  • Control scope and manage change—Document requirements clearly, enforce structured change management practices, and prevent scope creep through clear communication and documented approvals.
  • Coordinate stakeholder meetings, prepare structured agendas, document decisions and action items, and ensure follow-through and accountability.
  • Develop and maintain core project documentation, including project charters, BRDs, functional requirements, risk logs, implementation plans, and structured status reporting.
  • Operate effectively within hybrid delivery environments, adapting between Agile and structured project management methodologies as required by the initiative.
  • Other Duties as assigned.
