AWS, DevOps, and Infrastructure-as-Code Delivery
Remote - EST or CST Hours
Position Summary
The Technical Project Manager provides dedicated, hands-on project leadership, including Microsoft Project scheduling, Jira execution tracking, RAID management, dependency coordination, delivery governance, and executive-ready status reporting. The Technical Project Manager will work closely with cloud engineering, architecture, security, compliance, identity, networking, operations, product, and integration teams to translate technical work into a credible plan, maintain alignment between the plan and the backlog, and drive commitments through completion. The individual must be technically fluent in AWS, DevOps, Infrastructure as Code, and CI/CD delivery, but does not replace engineering or architecture ownership.
Responsibilities
- Create, baseline, and maintain the end-to-end project plan in Microsoft Project across a rolling 12-month horizon.
- Develop and maintain the work breakdown structure, milestones, dependencies, critical path, resource assumptions, constraints, and forecast dates.
- Integrate AWS platform, networking, identity, security, observability, ITSM, compliance, testing, migration, operational-readiness, and customer-readiness activities into one schedule.
- Run weekly plan reviews, reconcile actual progress, identify variance, and manage schedule changes through visible change control.
- Maintain alignment among Jira capabilities, epics, features, stories, tasks, releases, and the Microsoft Project schedule.
- Partner with technical owners to ensure work is sufficiently defined, assigned, estimated, sequenced, dependency-linked, and statused.
- Facilitate backlog refinement, sprint or iteration planning, dependency reviews, delivery reviews, retrospectives, and action follow-through.
- Maintain dashboards and reporting views that show delivery health without creating competing sources of truth.
- Coordinate execution of Infrastructure-as-Code delivery lifecycle across development, stage, and production environments.
- Manage project workflow for Terraform, AWS Landing Zone Accelerator, CloudFormation, account provisioning, reusable modules, pipeline factories, release controls, and related automation.
- Facilitate technical working sessions and release-readiness reviews while keeping design and engineering decisions with accountable technical leaders.
- Lead project kickoffs, weekly delivery reviews, cross-team dependency sessions, milestone reviews, release-readiness reviews, and executive status updates.
- Provide concise reporting on accomplishments, upcoming work, critical path, risks, decisions, milestones, and recovery actions.
- Coordinate with internal engineering teams, AWS Professional Services or other partners, vendors, and dependent platform teams.
- Maintain project artifacts in approved Microsoft 365, Jira, Confluence, SharePoint, or equivalent repositories.
- Build trust across teams and maintain constructive execution discipline during ambiguity, conflict, or schedule pressure.
- Ensure the project plan includes required documentation, runbooks, as-built artifacts, control evidence, approvals, testing, training, handoffs, and acceptance criteria.
Required Qualifications
- Progressive experience managing cloud, infrastructure, software, DevOps, or platform-delivery projects in an enterprise environment.
- Demonstrated ownership of detailed, multi-team project schedules in Microsoft Project, including dependencies, baselines, critical path, resource assumptions, and variance management.
- Strong Jira experience managing epics, stories, workflow, dependencies, releases, dashboards, and delivery reporting.
- Working technical knowledge of AWS services, AWS GovCloud concepts, Infrastructure as Code, Terraform, DevOps, CI/CD pipelines, source control, testing, and release management.
- Ability to translate engineering work into executable plans without attempting to act as the solution architect or technical lead.
- Ability to influence without direct authority and drive follow-through across internal teams, partners, and vendors.
Preferred Qualifications
- Experience delivering AWS GovCloud, public-sector, defense, or other regulated cloud environments.
- Experience with Terraform, CloudFormation, CodePipeline/CodeBuild, GitHub or GitLab, reusable IaC modules, and environment-promotion controls.
- Experience coordinating cloud networking, identity, security, logging/observability, ITSM, compliance, migration, and operations workstreams.
- PMP or equivalent project-management certification; AWS, DevOps, Agile, SAFe, Scrum, or security certifications are beneficial.
- Experience with Power BI, Microsoft 365, SharePoint, Confluence, and approved AI-enabled productivity tools.
