Job summary

OMES is seeking a Technical Project Manager to plan, coordinate, and execute assigned projects, ensuring milestones and objectives are met. This on‑site role in Oklahoma City requires developing project plans, conducting risk assessments, managing budgets, and communicating with stakeholders.

The position leads cross‑domain initiatives in infrastructure, cybersecurity, and networking, and partners with senior leaders to enhance planning and delivery, with a focus on governance and enterprise

Qualifications

  • Bachelor's degree in computer science, information systems, or a related field.
  • Five years of experience in IT infrastructure operations with at least two years in project management.
  • Experience with enterprise project leadership and cross‑domain delivery is preferred.

Responsibilities

  • Lead cross‑domain projects spanning infrastructure, cybersecurity, and networking while aligning with enterprise standards.
  • Manage small to mid‑sized projects and scale to larger initiatives as expertise grows.
  • Collaborate with senior leaders, engineers, and architects to strengthen planning and execution practices.
  • Develop detailed project plans, including scope, resources, schedules, budgets, and risk management.

Position Summary

The Technical Project Manager is responsible for planning, coordinating, directing, and executing assigned projects to ensure that deliverables, milestones, and objectives are met. This role involves developing project plans, conducting risk assessments, managing schedules and resources, creating budgets, and implementing communication strategies.

Key Responsibilities
Enterprise Project Leadership & Delivery
  • Manage cross‑domain, high‑impact projects spanning infrastructure, cybersecurity, and networking, ensuring alignment with enterprise standards, governance, and strategic objectives.
  • Lead small to mid‑sized projects and enhancements, progressing to large enterprise initiatives as expertise grows.
  • Partner with senior leaders, engineers, and architects to strengthen tactical planning, implementation practices, leadership capabilities, and organizational influence.
Project Planning, Scoping & Execution
  • Analyze complex enterprise project requirements, define scope, and create detailed work breakdown structures that incorporate technical dependencies across multiple domains.
  • Develop comprehensive project plans including resource estimates, task sequencing, schedules, and critical‑path identification for multi‑team initiatives.
  • Participate in determining and managing project budgets, schedules, and cost controls aligned with enterprise financial processes.
Communication & Stakeholder Management
  • Communicate clearly and effectively through structured verbal updates, executive‑level written documentation, and cross‑functional coordination.
  • Identify stakeholders across business, technical, operational, and security teams; create and execute tailored communication plans to maintain alignment and transparency.
  • Serve as liaison between business leaders, technical SMEs, cybersecurity teams, infrastructure operations, and networking groups to ensure unified project delivery.
Risk, Compliance & Procurement Management
  • Contribute to enterprise risk management by identifying, assessing, and tracking risks across infrastructure, cybersecurity, and networking components.
  • Participate in procurement planning and execution for corresponding projects, while ensuring compliance with state policies, technical standards, and security requirements.
  • Support mitigation strategies and escalation paths for risks affecting cross‑domain integrations, system uptime, and security posture.
Tools, Reporting & Resource Coordination
  • Use project management software to track milestones, deliverables, dependencies, risks, and resource allocation across specialized technical teams.
  • Produce data‑driven reports and dashboards that provide visibility to leadership and improve predictability of enterprise project outcomes.
Physical Demands and Work Environment

This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required.

Minimum Qualifications

Requirements include a bachelor’s degree in computer science, information systems, or a related field and five years of experience in IT infrastructure operations, with at least two years in project management.

Preferred Qualifications
  • Experience with IT/IS Infrastructure, including server and cloud migrations, networking infrastructure, and cybersecurity
  • Agile, Scrum, or PMP certification
