Qualifications

  • 10+ years of software delivery experience, including federal programs.
  • 5+ years managing technical programs for federal clients.
  • Experience with legacy application modernization and regression/golden-output testing.
  • Proficiency with JIRA, SharePoint and MS Project; ability to review architecture and code-analysis results.
  • Experience applying AI/ML concepts in engineering data a plus.

Responsibilities

  • Lead end-to-end delivery of federal software modernization initiatives, including scope, schedule, staffing, risks and dependencies.
  • Develop and maintain integrated project schedules in MS Project and manage backlogs in JIRA.
  • Maintain governance records in SharePoint/Confluence; ensure information is current and accessible.
  • Prepare and deliver monthly reporting on financials, staffing, schedule and risk per federal requirements.
  • Coordinate compliance with security, accessibility and code-transfer practices.

Role Overview

We are seeking a Technical Project Manager to join our growing team in support of our federal program. This is an exciting opportunity to work on cutting-edge technologies and contribute to impactful, mission-critical initiatives.

Key Responsibilities
  • Lead end-to-end delivery of federal software modernization initiatives, including scope, schedule, staffing, risks, dependencies and task-order deliverables.
  • Develop and maintain integrated project schedules in Microsoft Project and manage epics, boards, backlogs and delivery metrics in JIRA.
  • Maintain project documentation, deliverables and governance records in SharePoint or Confluence, ensuring information remains current, organized and accessible.
  • Prepare and deliver monthly financial, staffing, schedule, risk and status reporting in accordance with federal task-order requirements.
  • Keep the Modernization Approach, Architecture Plan (ADRs), Code Analysis and Technical Brief current, and brief the technical team.
  • Drive open decisions on .NET framework, third-party control policy, the Software Integration Coding Standard and tool templates.
  • Coordinate technical reviews of .NET architecture, WPF applications, MSBuild processes and code-scan results, translating findings into clear decisions and tracked actions.
  • Oversee SQL Server and Microsoft Access data activities, including schema design, migration, import/export staging, test-data management, backup, recovery and performance considerations.
  • Coordinate AWS-hosted workloads across EC2, S3, RDS, IAM and VPC, including cloud cost, access management and FedRAMP security requirements.
  • Plan and coordinate test instrumentation and data-acquisition activities at full-scale pavement test facilities, including sensors, DAQ hardware, sampling and calibration.
  • Scope, staff and evaluate AI and machine learning work involving supervised learning, regression, neural networks, large language models and retrieval-augmented generation for engineering data.
  • Oversee the AI model lifecycle, including data preparation and labeling, training, validation against physics-based or golden results, deployment, monitoring and drift management.
  • Ensure AI activities meet federal and AI requirements for explainability, bias and accuracy testing, data privacy, model documentation and governance.
  • Lead static code-analysis activities using SonarQube or equivalent tools and convert findings into a prioritized, tracked remediation backlog.
  • Reduce overdue work and establish a predictable delivery cadence across a distributed technical team.
  • Coordinate compliance with software standards, Section 508 accessibility, UI/UX branding and secure code-transfer processes between contractor and Government environments.
  • Enforce regression testing against legacy executables before any modernized release.
  • Provide support and expertise in assigned domain

  • Support continuous improvement and innovation initiatives

Required Skills
  • Proficiency with Microsoft Project, JIRA boards and epics, and SharePoint.
  • Familiarity with VB.NET, C#, .NET Framework, modern .NET, WPF and MSBuild, with the ability to review architecture and code-analysis results.
  • Experience with SQL Server and Microsoft Access, including schema design, SQL, data migration, import/export staging and test-data management.
  • Familiarity with AWS services, including cloud cost, access management and FedRAMP security requirements.
  • Understanding of test instrumentation and data acquisition.
  • Familiarity with supervised learning, regression, neural networks, large language models and retrieval-augmented generation for engineering data.
  • Understanding of the AI model lifecycle, including data preparation, training, validation, deployment, performance monitoring and drift management.
  • Awareness of federal AI requirements, accuracy testing, data privacy, model documentation and governance.
  • Strong analytical and problem-solving abilities

Experience & Qualifications
  • 10+ years of software delivery experience, including 5+ years managing technical programs or projects for federal clients.
  • Federal task-order delivery experience, including SOW deliverables, staffing, and monthly financial and status reporting.
  • Experience leading legacy application modernization, including architecture decision records and regression or golden-output testing.
  • Experience using SonarQube or equivalent tools to analyze code and manage remediation backlogs.
  • Proven success reducing overdue backlogs and establishing delivery cadence across distributed teams.
  • Database administration experience, including backup and recovery, performance tuning, and database scanning. Preferred
  • Experience applying ML to engineering problems, such as pavement prediction, back calculation, finite element surrogate modeling, or sensor-data anomaly detection. Preferred
  • Hands-on experience with Python, ML.NET, Amazon SageMaker, or Amazon Bedrock. Preferred
  • Experience introducing AI-assisted development tools in a regulated delivery environment. Preferred
  • Experience with MVVM, SOLID, and DTO-based desktop application integration. Preferred
  • Exposure to Razor/Blazor Hybrid, WPF controls, and third-party component licensing. Preferred
  • Experience with secure manual code transfers between contractor and Government environments. Preferred
  • Experience with Confluence or SharePoint documentation governance or JIRA administration. Preferred
  • Agile or SAFe certification, such as PMI-ACP or CSM, in addition to PMP. Preferred
  • Proven ability to work in fast-paced, client-focused environments
  • Experience supporting federal programs preferred
Education
  • Bachelor’s or Master’s degree in STEM, Computer Science, or related field from an accredited institution
  • Active PMP certification
