Job summary

RiseMe in Huntsville, AL seeks a Technical Project Manager to lead modernization of a large, microservices-based case management application for a nationwide user base.

You will drive project planning, Agile delivery, and cross-functional collaboration with development, architecture, DevSecOps, testing, and production support teams. A strong background in .NET technologies and secure coding is required.

Qualifications

• Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a related field.
• 6+ years of relevant experience in technical project management or related technology programs.
• Experience with .NET/C#, ASP.NET Core, SQL Server, RESTful APIs, and microservices.
• Knowledge of CI/CD, GitLab, Jenkins, Docker/OpenShift, and secure development practices.
• AWS certifications or equivalent and ability to obtain Public Trust.
• Experience with federal systems, FedRAMP, NIST, or DOJ environments is a plus.

Employment Type: Full-Time, 40 hours per week

Position Summary: The Technical Project Manager is responsible for leading the successful delivery and modernization of a complex, microservices-based case management application supporting a large nationwide user community. The role oversees project planning, schedules, resources, risks, technical coordination, and Agile delivery while working closely with cross-functional teams responsible for software development, system architecture, DevSecOps, application integration, testing, and production support.

Key Responsibilities:

• Lead and oversee full-stack development and modernization using Microsoft .NET, C#, ASP.NET Core, SQL Server, REST APIs, and microservices architecture.
• Manage project scope, schedules, technical approach, resources, methodologies, tools, risks, and delivery activities to ensure successful IOC and FOC implementation.
• Provide technical leadership for application architecture, systems analysis, development, maintenance, integrations, and production support.
• Ensure delivery of secure, reliable, maintainable, and responsive software that meets functional, performance, and quality requirements.
• Lead development and integration of major application modules and external interfaces, including FedRAMP-approved components and enterprise systems.
• Implement and enforce DevSecOps, CI/CD, secure coding, automated testing, code quality, vulnerability management, and Git traceability practices.
• Ensure compliance with applicable OWASP, NIST, Section 508, federal security, ATO, and enterprise technology standards.
• Monitor application quality and reliability targets, including code coverage, defect rates, security scanning, uptime, and incident resolution.
• Lead Agile/Scrum activities, including sprint planning, backlog refinement, technical estimation, reviews, and retrospectives.
• Mentor developers, conduct code reviews, resolve complex technical issues, and coordinate technical and project activities across stakeholders.

Required Qualifications:

• Bachelor’s degree from an accredited institution in Computer Science, Software Engineering, Information Technology, or a related field.
• 6+ years of relevant experience in technical project management, software development, systems development, or related technology programs.
• Strong experience with Microsoft .NET/C#, ASP.NET Core, SQL Server, RESTful APIs, and microservices.
• Experience with CI/CD, Git/GitLab, Jenkins, Docker/OpenShift or equivalent technologies, and secure software development practices.
• Demonstrated experience leading complex software projects and delivering working solutions that meet customer requirements.
• At least one required certification: AWS Certified Solutions Architect – Associate/Professional, CSM, PSM I/II/III, A-CSM, or CSP-SM.
• Ability to obtain and maintain a Public Trust background investigation.

Required Qualifications:

• Experience with AWS, legacy application modernization, federal case management systems, FedRAMP, NIST SP 800-53, federal ATO processes, Power BI, Section 508 accessibility, Digital.ai or similar Agile tools, and federal law-enforcement or DOJ environments.
