Description

Leidos' Defense Sector is seeking an experienced and driven Technical Program Manager to lead cutting-edge Research & Development programs within our Electronic Warfare (EW) portfolio.

Technical Program Manager - Electronic Warfare R&D
Help shape the next generation of Electronic Warfare technology.

In this role, you'll work at the intersection of advanced technology, program leadership, and customer mission needs. You'll lead multidisciplinary teams developing innovative EW capabilities, ensure complex technical programs deliver on their commitments, and work directly with Government customers to identify emerging needs and turn them into new opportunities.

Supporting our EW Signal Processing Business Area, you'll have the opportunity to influence both the successful execution of today's programs and the direction of tomorrow's technology investments.

We're looking for a leader who thrives in technically complex environments, can bring structure and momentum to challenging R&D efforts, and knows how to build trusted relationships with engineers, business leaders, partners, and government customers.

Experience with electronic warfare, communications, radar systems, hardware/software development, platform integration, and test and evaluation is especially valuable.

What You’ll Do
  • Lead R&D programs ranging from focused technical efforts to large, multidisciplinary initiatives.
  • Bring together engineering, operations, finance, contracts, subcontractors, and other functions to deliver against customer and contractual commitments.
  • Own program execution-including technical performance, cost, schedule, risk, milestones, subcontractors, and deliverables.
  • Translate customer mission needs into actionable program requirements and future business opportunities.
  • Provide confident, proactive leadership to multidisciplinary technical teams.
  • Establish clear program plans, priorities, expectations, and accountability.
  • Identify risks early, drive corrective actions, and elevate issues when necessary to keep programs moving.
  • Ensure requirements are captured, reviewed, approved, and managed throughout program execution.
  • Develop work breakdown structures and integrated schedules that clearly define activities, dependencies, milestones, and deliverables.
  • Build and maintain program financial plans, monitor actual performance against forecasts, and take action when variances arise.
  • Ensure high-quality, timely submission of customer deliverables.
  • Partner with customers and internal teams on captures, proposals, and opportunities that expand the EW business.
What You’ll Bring
Basic Qualifications
  • Bachelor's degree in a relevant field with 12+ years of relevant experience.
  • Demonstrated experience leading technical teams and managing complex R&D programs.

  • Experience supporting captures and growth activities, including business development, customer engagement, and proposal development.
  • Experience with agile scheduling and program planning.
  • Experience managing program budgets and working with financial management systems.
  • Proven ability to develop trusted relationships with Government customers, external stakeholders, industry partners, and internal technical teams.
  • Ability to operate effectively and independently in a fast‑paced technical environment.
  • Active Secret clearance, with the ability to obtain a TS/SCI clearance.

  • Master's degree in a relevant field with 10+ years of relevant experience.
  • Project Management Professional (PMP) certification.
