Job summary

Qualifications

• Bachelor’s degree in Computer Science, Engineering, Business Administration, or a related field.
• 7+ years of experience as a Technical Program Manager or Delivery Lead.
• PMP, PgMP, or Agile/Scrum certifications are highly desirable.

We are seeking a highly skilled Technical Program Manager (TPM) to lead the execution of complex, integrated fixed-bid programs. In this role, you will be fully accountable for the end-to-end delivery lifecycle, ensuring that milestones are met, financial targets are achieved, and governance frameworks are strictly followed. You will act as the central bridge between cross-functional technical teams, external suppliers, and executive stakeholders to ensure seamless transition and closeout.

Program Governance & Execution

• Integrated Planning: Develop, maintain, and execute the comprehensive, integrated fixed-bid program plan spanning multiple technical workstreams.
• Milestone & Gate Tracking: Establish and enforce strict release gates, acceptance criteria, and quality benchmarks for every phase of the delivery lifecycle.
• Risk & Issue Management: Proactively identify, log, and mitigate program risks, assumptions, issues, and dependencies (RAID management).
• Program Closeout: Manage the formal acceptance, closeout, and operational transition of deliverables to run-and-maintain teams.
• Financial Tracking: Monitor program budgets, burn rates, and financial variances to ensure alignment with fixed-bid contractual boundaries.
• Supplier Coordination: Oversee third-party vendor delivery, validating that supplier milestones align with the master schedule and statement of work (SOW) requirements.
• Leadership & Stakeholder Alignment
• RACI Framework: Define and enforce clear ownership boundaries across internal and external teams using a RACI matrix.
• Executive Reporting: Synthesize complex technical updates into clear, high-impact status reports and dashboards for executive leadership.

Required Skills & Qualifications

Technical & Delivery Expertise

• Complex Technical Program Delivery: Proven track record of managing large-scale, high-risk technical infrastructure, software, or cloud migration programs.
• Fixed-Bid Governance: Deep understanding of fixed-bid contract mechanics, scope management, and change-control processes.
• Release Management: Strong knowledge of release lifecycles, deployment strategies, and governance gating processes.
• Core Competencies
• Advanced Planning: Mastery of integrated planning tools (e.g., MS Project, Jira Align, SmartSheet) to map complex technical dependencies.
• Risk Management: Sharp analytical skills to identify systemic risks and build robust mitigation strategies before they impact timelines.
• Financial Acumen: Experience tracking program capital expenditures (CapEx) and operational expenditures (OpEx) against a fixed baseline.
• Communication: Exceptional verbal and written communication skills, with a demonstrated ability to influence executive stakeholders.
