Qualifications

• Approximately 10-15 years of progressive cybersecurity experience in governance, policy, architecture or public-sector programs.
• Experience advising government institutions, critical infrastructure operators, regulators, or senior public-sector stakeholders on cybersecurity priorities.
• Experience developing or implementing cybersecurity strategies, policies, standards, governance models, and institutional roadmaps.
• Strong knowledge of security architecture and enterprise tools including SIEM, EDR, IAM, vulnerability management, network security, cloud security, and incident response.
• Experience leading or implementing cybersecurity maturity assessments using NIST CSF 2.0, ISO 27001, or comparable frameworks.
• Ability to connect policy and governance requirements with technical controls, security operations, budgets, and implementation planning.
• Excellent executive communication, facilitation, and stakeholder-management skills, with the ability to explain complex cybersecurity issues clearly.
• Ability to work independently in complex political, institutional, and operational environments.
• Fluency in Spanish and English; willingness to travel internationally.

Responsibilities

• Provide strategic oversight of SOC maturity, vulnerability management, incident response, and data protection.
• Serve as trusted advisor to ministries, regulators, and critical infrastructure entities.
• Lead senior-level consultations and represent CRDF Global in meetings and policy discussions.
• Oversee quality of deliverables from staff and consultants.

Job Description

CRDF Global is seeking a senior Technical Director, Cybersecurity to strengthen cybersecurity governance, policy, and institutional resilience in Argentina. This role will serve as a strategic and technical advisor to Government of Argentina counterparts, critical infrastructure operators, and other public-sector partners supporting U.S. government-funded cybersecurity and digital resilience programming. The Technical Lead will oversee complex engagements that connect cybersecurity strategy, governance, policy, architecture, and security operations.

Responsibilities:

Advise the Government of Argentina on legal and policy frameworks related to cybersecurity, cybersecurity governance and operational design, institutional roles, accountability, risk ownership, and cross-agency coordination.

Oversee or lead the development and implementation of cybersecurity strategies, policies, standards, procedures, and governance frameworks.

Evaluate alignment with recognized frameworks and standards, including NIST Cybersecurity Framework (CSF) 2.0 and ISO 27001.

Translate technical and operational risks into policy recommendations, strategic priorities, and phased implementation roadmaps with and for the Government of Argentina.

Oversee or lead cybersecurity assessments covering governance, architecture, security operations, workforce, policies, and technical controls.

Evaluate security tools and capabilities, including SIEM, EDR, IAM, vulnerability management, network monitoring, cloud security, and incident response platforms.

Develop, or oversee the development of, target-state security architectures that integrate people, processes, policies, and technology.

Provide strategic oversight of security operations center (SOC) maturity, vulnerability management, incident response, identity security, network segmentation, and data protection.

Serve as a trusted advisor to ministries, national cyber authorities, CERT.ar, critical infrastructure entities, regulators, and/or other government institutions.

Lead senior-level consultations, briefings, and program activities while representing CRDF Global in government meetings, policy discussions, and technical forums.

Oversee and review the quality of technical deliverables provided by other staff members or consultants.

Qualifications:

Approximately 10-15 years of progressive experience in cybersecurity, including significant responsibility for cybersecurity governance, policy, security architecture, risk management, or public-sector cyber programs.

Demonstrated experience advising government institutions, critical infrastructure operators, regulators, or senior public-sector stakeholders on cybersecurity priorities.

Experience developing or implementing cybersecurity strategies, policies, standards, governance models, and institutional roadmaps.

Strong knowledge of security architecture and enterprise security tools, including SIEM, EDR, IAM, vulnerability management, network security, cloud security, and incident response technologies.

Experience leading or implementing cybersecurity maturity assessments using NIST CSF 2.0, ISO 27001, or comparable frameworks.

Ability to connect policy and governance requirements with technical controls, security operations, budgets, and implementation planning.

Excellent executive communication, facilitation, and stakeholder-management skills, with the ability to explain complex cybersecurity issues in clear, decision-oriented terms.

Ability to work independently in complex political, institutional, and operational environments.

Fluency in spoken and written Spanish and English.

Willingness and ability to travel internationally.

Preferred: Relevant advanced certification, such as CISSP, CISM, CISA, CCSP, GIAC, or comparable credentials.
