Job summary

CRDF Global is seeking an experienced Program Manager based in Argentina to lead a U.S. Department of State-funded initiative aimed at establishing a centralized, civilian-led National Cybersecurity Operations Center.

The program will strengthen Argentina’s ability to prevent, detect, analyze, and respond to advanced cyber threats. The Program Manager will oversee program delivery and serve as CRDF Global’s primary in-country management and coordination lead.

Qualifications

• Proven experience managing donor-funded international development programs.
• Experience leading multi-stakeholder initiatives involving government, donors, technical experts, and implementing partners.
• Experience working on cybersecurity, digital resilience, critical infrastructure protection, or related fields.
• Familiarity with national-level cybersecurity frameworks and resilience initiatives.
• Experience with Argentina and Argentine government institutions.
• Experience with U.S. Government cooperative agreements, grants, or contracts and familiarity with federal award requirements.
• Ability to lead multidisciplinary teams supporting technical, policy, institutional strengthening, and capacity-building objectives.
• Excellent written and verbal communication in Spanish and English.
• Legal authorization to reside and work in Argentina. CRDF Global does not sponsor work permits.

Responsibilities

• Serve as the primary in-country liaison with U.S. Government stakeholders and Argentine counterparts.
• Lead multidisciplinary local and international teams and ensure activities remain aligned.
• Provide leadership for initiatives that strengthen Argentina's cyber resilience, including governance, incident response readiness, and workforce development.
• Lead startup, implementation, transition, and closeout of a national digital resilience program within budget and award requirements.
• Manage program strategy, work planning, budget, staffing, deliverables, risk, and reporting across multiple workstreams.
• Coordinate establishment and operation of a national Security Operations Center (SOC) with governance and sustainability planning.
• Oversee efforts to enhance government capabilities to anticipate, withstand, and recover from cyber incidents.
• Promote cross-sector collaboration to advance national cybersecurity and resilience objectives.
• Support development of sustainable national capabilities and local ownership beyond the program life.

CRDF Global is seeking an experienced Program Manager based in Argentina to lead a U.S. Department of State-funded initiative supporting the design, establishment, and operationalization of a centralized, civilian-led national Cybersecurity Operations Center (SOC). The program will strengthen Argentina’s ability to prevent, detect, analyze, and respond to advanced cyber threats affecting government networks and critical infrastructure.

The Program Manager will oversee program delivery and serve as CRDF Global’s primary in-country management and coordination lead. This is a program leadership role, not a hands-on technical cybersecurity position.

Responsibilities

Serve as the primary in-country liaison with U.S. Government stakeholders, Argentine government counterparts, technical experts, academia, and private sector partners working to strengthen national cyber resilience.

Lead multidisciplinary local and international teams and ensure technical, policy, workforce development, and program management activities remain aligned.

Provide overall leadership for initiatives that strengthen Argentina's cyber resilience, including cybersecurity governance, incident response readiness, critical infrastructure protection, workforce development, and institutional capacity building.

Lead the successful startup, implementation, transition, and closeout of a national digital resilience program, ensuring activities are delivered on time, within budget, and in compliance with award requirements.

Manage program strategy, work planning, budget, staffing, deliverables, risk management, and reporting across multiple technical and operational workstreams.

Coordinate activities related to the establishment and operationalization of a national Security Operations Center (SOC), including governance models, operating procedures, stakeholder engagement, sustainability planning, and organizational development.

Oversee efforts to enhance the ability of government institutions to anticipate, withstand, respond to, and recover from cyber incidents affecting critical services and systems.

Promote cross-sector collaboration among government, critical infrastructure operators, academic institutions, and other stakeholders to advance national cybersecurity and resilience objectives.

Support the development of sustainable national capabilities, local ownership, and long‑term resilience beyond the life of the program.

Qualifications

Proven experience managing complex donor-funded, international development, national security, digital transformation, or cyber resilience programs.

Demonstrated experience leading multi-stakeholder initiatives involving government institutions, donors, technical experts, and implementing partners.

Experience working on cybersecurity, digital resilience, critical infrastructure protection, cyber capacity building, emergency management, technology governance, or related fields.

Familiarity with national-level cybersecurity frameworks, cyber workforce development, resilience planning, incident response preparedness, or digital governance initiatives.

Experience managing programs in Argentina and working with Argentine government institutions.

Experience with U.S. Government cooperative agreements, grants, or contracts and familiarity with federal award requirements.

Ability to effectively manage multidisciplinary teams supporting technical, policy, institutional strengthening, and capacity‑building objectives.

Excellent written and verbal communication skills in Spanish and English.

Strong leadership, stakeholder engagement, diplomacy, organizational, and problem‑solving skills.

Legal authorization to reside and work in Argentina. CRDF Global does not sponsor or pay for work or residence permits.

Willingness to travel within Argentina and internationally as required.
