Employee will be assigned to the Division of Water and Waste Management (DWWM), Permitting Section, NPDES Permit Team. Under close supervision, at the entry-level, this position performs professional work in a training capacity providing a wide variety of engineering services or creative works.

Duties:
  • Employee will review and process WV Water Pollution Control/National Pollutant Discharge Elimination System (WV/NPDES) permit applications for industrial (manufacturing and commercial) and domestic wastewater disposal systems to ensure compliance with applicable state and federal water pollution control laws and regulations, as well as consistency with sound engineering practices.
  • Will review the associated facility, history, self-monitoring reports, inspection reports, effluent guidelines and conduct field reviews and meet and correspond with the applicants as necessary.
  • Will prepare WV/NPDES permits for public notice and issuance.
  • Duties involve some field work to review the construction and operation of wastewater treatment facilities. Employee will have regular contact with the applicant, permittees, other agency personnel, and the public.
  • Will initiate administrative enforcement action for violations and appear before the state environmental quality board and courts, if necessary, to testify on behalf of the State.
  • Employee will review and implement pretreatment standards in permits to control pollutants from industrial users which may pass through and cause surface water pollution, interfere with publicly owned treatment works (POTW) treatment processes, present danger to POTW workers, or which may contaminate sewage sludge.
  • Will process other WV/NPDES permit related documents as needed.
  • Employee will perform other related duties as required and/or assigned.

  • Employee must have good written and verbal skills and the ability to deal and communicate effectively with a broad spectrum of applicants and the public.
  • Must be committed to the goals of the work in the water pollution control field.
  • Must be eligible to be licensed to operate a motor vehicle or provide other acceptable means of conducting business travel.
  • Position may require overnight travel.
  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.

Training:

Bachelor's degree from an accredited college or university with a major in Engineering.

OR

Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

Special Requirement: A valid driver’s license is required.

NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying degree. The qualifying degree must be verified before the employee may be certified permanent.
