Job Description

Job Overview :

The Technical Advisor, Workforce Development supports IRC’s Economic Empowerment (EE) programs in nearly 30 US cities and, intermittently, in Europe and other international projects. The role involves providing expertise in workforce development to internal teams and external partners, guiding program development, evaluation, resource development, and thought leadership to ensure high-quality programming.

Major Responsibilities :

Technical Support
  • Ensure programs are technically sound, especially those utilizing federal funds like public, workforce, and adult education programs.
  • Provide on-site technical assistance in designing, implementing, and evaluating workforce development programs.
  • Develop tools, policies, and curricula to support quality program delivery.
  • Establish best practices and resources for replication of successful programs.
  • Coordinate technical training with the IRC team and external partners.
  • Contribute to sector working groups and monitor program success and challenges.
  • Stay updated on sector trends, including public systems, evidence-based models, and industry partnerships.
  • Lead specific grant-funded initiatives as assigned.
Strategy, Policy & Institutional Capacity Building
  • Engage strategically with workforce development programs, especially federally funded ones like WIOA and USDA SNAP E&T.
Business Development & Representation
  • Support partners in accessing and implementing new funding sources.
  • Assist in developing proposals for workforce development programs.
Assessment & Evaluation
  • Ensure interventions are evidence-based.
  • Support data tracking and analysis of program outcomes.
  • Develop and adapt assessment tools for program measurement.
Key Working Relationships :

Reports to : Senior Director, Economic Empowerment (Workforce Development)

Maintain close relationships with program managers, technical staff, and other units within IRC.

Job Requirements :
  • Masters or post-graduate degree in a related field preferred.
  • Minimum 5+ years experience in workforce development or related fields.
  • Experience with publicly funded programs like WIOA, SNAP E&T, Welfare-to-Work; expertise in SNAP E&T preferred.
  • Strong project management skills.
  • Experience providing technical assistance and program design.
  • Experience with career pathway programs involving public and private sectors.
  • Experience working with high-barrier populations, including immigrants and English learners, is a plus.
  • Proven success in securing public and private funding.
  • Excellent communication, organizational, and interpersonal skills.

Compensation : Posted pay ranges are for US-based candidates and depend on experience, location, and other factors.
