Job summary

Rotunda Solutions is seeking a highly motivated Technical Advisor to support Enterprise Autonomy initiatives on a federated data platform for a longstanding DoD client. You will translate operational needs into clear technical requirements and ensure delivery through collaboration with vendors and government stakeholders.

Qualifications

• Bachelor's degree in a related technical field.
• 5+ years of progressively responsible experience in software development, systems engineering, or related technical discipline.
• Hands-on software development experience and ability to understand software architecture, integration patterns, APIs, data flows, testing, and deployment considerations.
• 3+ years supporting Agile/Scrum delivery teams in a business-facing technical role.
• Ability to translate mission or business needs into well-defined technical requirements, user stories, acceptance criteria, and incremental delivery plans.
• Experience collaborating with end users, product owners, senior leaders, and cross-functional technical teams.
• Strong analytical, problem-solving, facilitation, verbal communication, and technical-writing skills.
• Ability to work on-site in Arlington, Virginia, with travel up to 5 percent.
• Active Secret clearance, or ability to meet the position's stated clearance requirement.

Responsibilities

• Serve as business lead and trusted technical advisor within one or more Agile/Scrum teams.
• Collaborate with product owners, end users, leaders, and stakeholders to elicit and document needs.
• Translate requirements into epics, features, user stories, acceptance criteria, and backlog items.
• Work with architects and developers to develop technical approaches, milestones, estimates, dependencies, and plans.
• Advise leadership on feasibility, tradeoffs, risks, sequencing, and impacts to schedule, cost, and performance.
• Support Agile ceremonies and backlog refinement.
• Facilitate communication between business stakeholders and technical teams; resolve ambiguities.
• Review designs and delivery capabilities to ensure alignment with requirements and acceptance criteria.
• Support user acceptance testing, demonstrations, and iterative refinement based on feedback.
• Track risks, issues, decisions, and dependencies; propose mitigation strategies.
• Prepare briefings, decision papers, status reports, and technical summaries for audiences.
• Provide technical oversight and mentoring to development teams and promote sound engineering practices.
• Coordinate across multiple Scrum teams and external stakeholders for integrated planning and delivery.
• Stay current on technologies, Agile practices, and mission-domain developments; recommend practical improvements.
