Job summary

KMS Solutions, LLC is hiring a SWFTS Modernization Support Program Analyst for the Washington Navy Yard region. The role supports DoN PMS 396 and DRPM/TSUB, ensuring acquisition, sustainment and operability of in-service strategic submarines.

Requirements include 7+ years in relevant submarine fields, experience briefing senior leadership, and a Bachelor’s degree. Travel up to 25% and a Secret clearance are required, with a strong emphasis on documentation and coordination.

Qualifications

• Bachelor’s degree. Experience may be qualifying in lieu of a degree.

Responsibilities

• Manage all aspects of SWFTS Ship alterations to include scheduling, coordination with maintenance facilities and contractors, development and routing of work packages.
• Provide engineering and technical support for oversight, analysis, evaluation, maintenance and review of submarine modernization management and planning documentation.
• Update submarine modernization and installation planning documents.
• Coordinate with stakeholders internal and external to gain updated information.
• Coordinate review of Ship Alteration (SHIPALT) docs with TYCOMs, Planning Yards, SUPSHIPs, NAVSEA codes and field activities; assist in comment resolution.
• Maintain modernization docs including JCFs, SARs, A&Is, SIDs, LARs, and GFI requests in information systems.
• Provide In-Service Program Manager weekly metrics and status of all modernization docs with NAVSEA for review and approval.

Position Summary

KMS Solutions, LLC is seeking a highly motivated individual to serve as a SWFTS Modernization Support Program Analyst for In-Service Strategic Submarines Program Office (PMS 396). This role supports a Department of the Navy (DoN) program office to ensure the acquisition, sustainment, and operability of all in-service strategic submarines, currently the Ohio Class submarines and soon Columbia Class submarines. This position supports PMS 396 which is part of Direct Reporting Portfolio Manager, Submarines (DRPM), and Team Submarine (TSUB).

Essential Functions

• Manage all aspects of SWFTS Ship alterations to include; Scheduling, Coordination with Maintenance Facilities and contractors, development and routing of work packages, and representing PMS 396D in weekly coordination meetings.

• Coordinates with stakeholders, both internal and external to the client organization, to gain updated information.
• Coordinate the review of Ship Alteration (SHIPALT) documentation with the TYCOMs, Planning Yards, SUPSHIPs, NAVSEA technical codes and field activities. Assist in comment resolution.
• Maintain modernization documentation including Justification Cost Forms (JCFs), Ship Alteration Records (SARs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) requests in the appropriate data information systems.
• Provide In-Service Program Manager weekly metrics and status of all Modernization documentation with NAVSEA for review and approval to support Program Manager and other related reviews. At the direction PM, issue all Modernization documentation for initial NAVSEA technical review and comment. Coordinate the review and assist with resolution of comments between reviews of all Modernization documentation sponsors through approval.

Required Education and Experience

• 7+ years in related positions within the submarine force or submarine industry.
• Experience briefing senior military and government leadership (admirals/generals/SES).
• Bachelor’s degree. Experience may be qualifying in lieu of a degree.

Preferred Education and Experience

• Experience working with modernization of U.S. Navy ships and equipment is highly desired.
• Experience with submarine systems, equipment, operations, maintenance, or other submarine activities.
• Experience reviewing technical documents.
• Experience writing documents in accordance with the Naval Correspondence Manual.
• Familiarity with key stakeholders including Naval Sea Systems Command (NAVSEA), Planning Yards (PYs), Supervisor of Shipbuilding (SUPSHIP), Submarine Type Commanders (TYCOMs).
• Familiarity with modernization documents including Ship Alteration Records (SARs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), Justification Cost Forms (JCFs), and Government Furnished Information (GFI) requests in the appropriate data information systems.
• Bachelor’s degree in technical field.
• Strong written and oral communications.
• Very proficient with Microsoft Office Suite (Outlook, PowerPoint, Word, Excel, SharePoint)

Position Type/Expected Hours of Work:

The typical workday is eight hours in length, normal hours are 7:30 AM-3:30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the “core” work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.

Telework:

• Telework may be allowed up to 20%
• Subject to change based on business needs and customer requirements.

Travel:

• Ability to travel CONUS; potential to travel OCONUS.
• Travel up to 25% may be required.
