Sims Limited seeks a Director, Technology Strategy to lead the Office of the CTO and act as strategic advisor to the CTO. You will integrate technology strategy, portfolio governance, financial management, and vendor leadership, translating business needs into an integrated roadmap and prioritized investments.

This role is hands-on, building processes, dashboards, and governance to run the technology organization effectively, with managed services where appropriate.

Qualifications

  • Significant leadership experience in a global or complex technology organization.
  • Broad experience across technology strategy, portfolio management, IT financial management, vendor/commercial management, TBM, transformation, PMO, or CIO/CTO Office leadership.
  • Demonstrated experience personally building and operating governance, portfolio, financial, vendor, or performance-management processes.
  • Experience developing executive strategies, roadmaps, business cases, dashboards, and decision materials.
  • Strong understanding of technology operating models and the connection between strategy, architecture, delivery, service, cybersecurity, finance, and workforce.
  • Experience managing significant technology budgets, investment portfolios, and vendor relationships.
  • Strong influencing, analytical, financial, commercial, written, and presentation skills.

Responsibilities

  • Develop and communicate global technology strategy with CTO and technology leadership.
  • Translate enterprise priorities into multi-year roadmaps, annual plans, and prioritized initiatives.
  • Establish and improve the technology operating model, governance, decision rights, accountability, and performance measures.
  • Lead analysis of organization design, sourcing, investment trade-offs, simplification, and operating-model improvements.
  • Track strategic commitments and ensure decisions translate into ownership and measurable outcomes.
  • Prepare executive, CEO, ELT, Board, and Risk Committee materials.
  • Establish and operate an enterprise portfolio process spanning applications, infrastructure, cybersecurity, data/AI, and transformation programs.
  • Create a single source of truth for demand, initiatives, investment, benefits, dependencies, risks, capacity, and delivery status.
  • Lead demand intake, business-case standards, prioritization, sequencing, and portfolio reviews.
  • Establish investment criteria based on strategic alignment, value, risk, regulatory requirements, architecture, capacity, and total cost.
  • Facilitate investment and prioritization decisions with CTO and technology leadership.
  • Monitor portfolio health and elevate delivery, financial, capacity, dependency, and benefits risks.
  • Build and operate portfolio dashboards, decision logs, executive reports, and governance materials.
  • Own the technology financial-management process in partnership with Finance.
  • Coordinate budgeting, forecasting, long-range planning, investment scenarios, and monthly financial reviews.
  • Provide transparent views of operating expense, capital investment, project spend, vendor costs, commitments, and forecast variance.
  • Connect technology costs to services, risk, capacity, business value, and strategic outcomes.
  • Support business cases and consistent treatment of costs, benefits, funding, capitalization, and benefits realization.
  • Identify opportunities for cost reduction, demand management, application retirement, simplification, contract optimization, and vendor consolidation.
  • Strengthen financial accountability across technology leadership.
  • Establish and operate a strategic vendor-management framework.
  • Maintain a consolidated view of key suppliers, contracts, renewals, commitments, spend, performance, risk, and strategic importance.
  • Partner with Procurement, Legal, Finance, Cybersecurity, and technology leaders on sourcing, negotiations, renewals, and contracts.
  • Lead commercial governance for major technology vendors and outsourcing partners.
  • Establish vendor scorecards covering service, delivery, cost, risk, innovation, contractual performance, and relationship health.
  • Identify supplier consolidation, cost optimization, commercial leverage, and vendor-concentration opportunities.
  • Ensure managed services and third-party resources are governed through clear outcomes, accountability, and performance measures.
  • Serve as trusted advisor, thought partner, and execution partner to the CTO.
  • Run the technology leadership operating cadence, including agendas, decision topics, pre-reads, actions, and follow-through.
  • Connect strategy, delivery, finance, vendors, workforce, risk, and organizational priorities.
  • Maintain visibility of CTO commitments, leadership actions, executive requests, and critical escalations.
  • Coordinate planning cycles, QBRs, leadership meetings, offsites, town halls, and key communications.
  • Lead selected enterprise-wide initiatives that cross technology functions.
  • Constructively challenge leaders, surface issues early, and drive clear accountability.
  • Represent the CTO in agreed forums when appropriate.
