Job summary

CARF in Tucson, AZ seeks a Team Lead, Learning and Development to guide strategic learning initiatives and lead a team of professionals. The role involves full‑cycle instructional design, eLearning development, change management, and collaboration with subject matter experts to create impactful learning solutions.

The ideal candidate will design blended learning, develop assessment tools, and manage learning platforms, ensuring alignment with CARF’s strategic goals and regulatory compliance.

The Team Lead, Learning and Development supports CARF’s mission, vision, values, goals, and objectives by expertise and leadership for strategic learning and development initiatives that contribute to organizational effectiveness and business development, and are in compliance with company policies and procedures, applicable laws, and contractual obligations. In addition to leading a team of learning and development professionals/technologists, this position performs full-cycle instructional design and eLearning development work, including analyzing learning needs, collaborating with SMEs on content, designing and developing start-to-finish learning solutions, supporting implementation, and evaluating effectiveness.Application Deadline: September 1, 2026 or until filledEssential Duties and ResponsibilitiesThe following duties and responsibilities are the essential functions of this job that an individual must be able to perform with or without a reasonable accommodation:Learning and development - In collaboration with key stakeholders/subject matter experts, responsibilities include, but are not limited to providing expertise and oversight for:Utilizing best practice performance improvement techniques to address individual/organizational performance opportunities, including but are not limited to:Participating in the evaluation of requests for HRET support and presentation of initial recommendations for strategic alignment/preliminary approval.Assisting with performance gap analyses, varying in complexity, to determine root causes.Providing instructional design expertise in the recommendation of learning solutions (e.g., training, job aids) or other interventions (e.g., communication, process improvement) to committee for strategic project approval.Implementing solutions and/or interventions, guiding the change management process, and evaluating the results, as appropriate.Utilizing best practice instructional design methodologies to analyze, design, develop, implement, and evaluate corporate learning solutions, including but are not limited to:In partnership with project lead/sponsor, developing/maintaining instructional design project plans outlining, at minimum, executive summary; problem statement, business and alignment to CARF strategic plan; assumptions, risks, and/or constraints; targeted audience; proposed solutions and deliverables; project scope and timelines; team/key stakeholders and approval workflows; and communication, implementation, measurement and evaluation plans.Developing/maintaining high-level and detailed design documents outlining educational program requirements, course goals and objectives, course content, and delivery methods.Applying agile instructional design methodologies to develop blended learning solutions to meet established educational objectives; develop/facilitate train-the-trainer curriculum/materials; and updating curriculum/materials as needed, based on system enhancements, operational changes, and/or regulatory/policy changes.Designing/developing/maintaining branded course and presentation templates and other educational resources to ensure consistency, accessibility, and alignment with adult learning principles and organizational brand requirements.Applying adult learning theories to create engaging learning activities and compelling course content that enhances knowledge transfer and retention.Developing/maintaining various levels of competency-based assessment tools to measure course efficacy against established educational objectives and utilizing feedback/results to improve course design and implementation practices.Aligning existing professional development/continuing education opportunities with position competencies to guide in prescriptive performance improvement and converting/repurposing existing instructor-led courses to an elearning format, as appropriate.Utilizing best practice training delivery and administration to enhance the learner/trainer experience, including but are not limited to:Collaborating across HRET in the:Development/maintenance of annual event calendars/timelines.Development/maintenance of training materials.Production/maintenance of event materials, e.g., agenda, slides, handouts.Collaborating with presenters and managing projects from a content perspective.Hosting/moderating in-person, virtual, asynchronous, and/or synchronous learning programs, e.g., surveyor training and assessment programs, surveyor conferences, customer webinars.Administering continuing education credit programs, e.g., evaluating non-CARF professional development requests, assigning/communicating CE point values.Performing post-training activities, e.g., feedback questionnaires, transcription services.Utilizing innovative learning technology and other enterprise software/platforms to maximize efficiency and enhance the trainer/learner experience, including but are not limited to:Developing and delivering technology-enhanced learning experiences, e.g., creating and curating digital content, designing and developing interactive learning activities, incorporating multimedia elementsIdentifying, defining, and articulating technology system requirements to support learning and talent development solutions, e.g., researching and evaluating different technology options, making recommendations based on suitability and effectiveness.Selecting, integrating, managing, and/or maintaining learning platforms, e.g., learning management systems, virtual meeting/webinar platforms, course-authoring software, audio-visual equipment, and accessible/assistive technologies.Testing the usability and/or functionality of learning technologies and support systems.Business management - Ensuring alignment with CARF’s strategic plan, achieve HRET objectives by:Participating in the development/implementation of:A talent management strategy that enables the organization to drive short-and long-term results, understanding how the learning and development function is an integral part of talent acquisition, employee relations and engagement, compensation and benefits, and compliance and risk management programs.An education strategy that supports individual/organizational effectiveness and business development initiatives, understanding the unique relationship between staff, surveyors, and customers.Various change management strategies to support the adoption and utilization of new policies, processes, and systems, fostering a culture of collaboration and continuous improvement.Leading/participating in cross-functional workgroups and/or committees.Participating in the development/maintenance of departmental budgets, performance metrics, and business continuity measures.Managing vendor-partner relationships and negotiating contract provisions, as appropriate.Partnering with the CARF/ARPCT liaison for EditU/SkillSoft administration.Adhering to ethical principles and company policies regarding the use of Artificial Intelligence (AI) and the safeguarding of restricted and/or confidential information obtained as part of HRET department activities.Special job demands - Flexible work schedule required.Supervisory responsibilities - Performing supervisory responsibilities (e.g., interviewing, hiring, and training employees; Actual starting salary is commensurate with education and experience. CARF offers a competitive compensation and premium benefits package; e.g., medical/dental/life/disability insurance, medical and childcare flexible spending accounts, 403(b) retirement savings account, defined benefit pension plan, comprehensive wellness program, employee assistance program, goal sharing and other performance award programs.WORK LOCATIONBased in Tucson, AZ, this position may be eligible for relocation assistance or part-time (up to 2 days per week) remote work.The following qualifications represent the training, education, certifications, licensures, and/or work experience required to perform the essential duties and responsibilities successfully:Bachelor’s degree in human resources development, instructional design, education, or related field and (7) seven years related professional experience required. Master’s degree and five (5) years related professional experience preferred.Specialized training and/or demonstrated knowledge of full-cycle instructional systems design, human performance improvement/technology, and complex project management required.Learning technology (e.g., course authoring software such as Articulate 360 or Adobe Captivate, learning management/learning content management systems, webinar/virtual meeting platforms, web-based surveys) experience required.Demonstrated leadership and communication skills necessary to effectively manage various large-scale learning and performance initiatives from inception to implementation required.Demonstrated ability to successfully maintain the highest level of confidentiality, ethics, and professional standards required.Demonstrated skill in establishing/maintaining professional and collaborative relationships with diverse stakeholders and influencing organizational decision making in order to achieve established strategic goals and objectives required.Advanced proficiency with Microsoft Office required.Must be authorized to work in the United States.
