Job summary

Howard County Public School System is seeking a Student Engagement Services Case Manager to support students and families within an MTSS framework.

You will participate in SST/IIT/FBA/504 teams, lead SEL activities, and provide professional development on trauma‑informed, culturally responsive teaching. This 10‑month position offers comprehensive benefits and supports school improvements and student success.

Qualifications

  • Bachelor's degree from an accredited college or university in an applicable field of education.
  • Meets the Maryland State Department of Education licensure requirements for Early Childhood Education Pre K‑3 and Elementary Education 1‑6, or Generic Special Education Infant‑3 and Generic Special Education 1‑8.

Responsibilities

  • Provide case management of students identified eligible for Student Engagement Services including implementing interventions, monitoring progress, coordinating support services, and developing Student Success Plans (SSPs) within an MTSS framework.
  • Participate in SST, IIT, FBA, 504 teams and other school/district collaborative processes to support staff, students and families.
  • Support school‑wide Social‑Emotional Learning (SEL) implementation and provide direct SEL instruction to students identified as needing targeted skill development.
  • Deliver professional development to staff on SEL, trauma‑informed approaches, culturally responsive teaching, and community building.
  • Provide SST consultation for students requiring additional supports, including observation and feedback on classroom practices and SSP/BIP/504 plan development.
  • Monitor student progress and fidelity of SSPs, BIPs, and 504 plans.
  • Provide supplemental academic support via pull‑out, small group, or push‑in where needed.
  • Collaborate with SST for crisis intervention and de‑escalation strategies.
  • Support school climate initiatives aligned with PBIS and Restorative Justice.

Job description

Essential Position Responsibilities
  • Provide case management of students identified eligible for Student Engagement Services including implementing interventions, monitoring progress, coordinating support services, and developing Student Success Plans (SSPs) within a Multi‑Tiered System of Supports (MTSS) framework.
  • Participate and provide support to school and district collaborative processes designed to support staff, students and families in need, including participation in the Student Support Team (SST), instructional intervention team (IIT), Functional Behavior Assessment team (FBA), instructional leadership teams and 504 team.
  • Support school‑wide Social‑Emotional Learning (SEL) implementation, including support to teachers with daily SEL activities, facilitating small‑group targeted interventions, and providing direct SEL instruction to students identified as needing targeted skill development.
  • Plan and deliver professional development to staff related to techniques to address the needs of students, including topics around social‑emotional learning, community building and belonging, culturally responsive teaching and trauma‑informed approaches.
  • Provide SST consultation for students identified for additional school supports, including observation of students and classrooms to provide input and feedback regarding classroom best practices, student supports, and support plan development and implementation.
  • Monitor student progress and the fidelity of implementation of support strategies, SSPs, Behavior Intervention Plans (BIPs) and 504 plans.
  • Provide supplemental academic support to students through classroom push‑in, small group and/or individual pull‑out to pre‑teach or reteach content and/or concepts.
  • Collaborate with SST to provide crisis intervention support to students, including de‑escalation techniques, self‑regulation strategies and responsive support.
  • Support implementation of school‑wide climate and culture initiatives in accordance with the priorities of the School Improvement Plan, including Positive Behavior Interventions and Supports (PBIS) and Restorative Justice.
  • Maintain required documentation including student progress data tracking and reporting, program implementation (e.g., midyear and yearly reports, data surveys), and SSPs.
Minimum Qualifications
  • Education: Bachelor’s degree from an accredited college or university in an applicable field of education.
  • Certification/Licensure: Meets the Maryland State Department of Education licensure requirements for Early Childhood Education Pre K‑3 and Elementary Education 1‑6, or Generic Special Education Infant‑3 and Generic Special Education 1‑8.
Preferred Qualifications
  • Three previous years of teaching experience.
  • Advanced degree or specialized training in behavioral support, child‑development, Board‑Certified Behavior Analyst, or related field.
Employment Information

This is a 10‑month per year position in the Howard County Educators Association (HCEA) employee bargaining unit. The current salary range for this position is on the 10‑Month Teacher Salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA Master Agreement.
