THOR Solutions is actively seeking a highly motivated
Program Analyst to support the United States Coast Guard (USCG) in
Washington, D.C. The ideal candidate will provide program management support and coordination for the
Tactical Cryptology Afloat (TCA) Program underneath the auspice of the Coast Guard Cryptologic Group (CGCG).
Typical Responsibilities:- Support technical planning meetings
- Support Resource Proposal (RP) development for TCA personnel and systems
- TCA roadmap development with PowerBI modeling and data analytics
- TCA sustainment and modernization planning to evolve the TCA roadmap
- Support program management review meetings
- Support TCA requirements development
- Support Techniques, Tactics and Procedure (TTP) and Standard Operating Procedure (SOP) development
Location: Primarily onsite at USCG Headquarters in Washington, DC.
Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion.
US Citizenship Required: Due to the requirements of the federal contract that this position supports,
current U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.
Existing TOP SECRET/SCI Security Clearance Required: This position requires a DoD TOP SECRET/SCI security clearance. Only candidates with this existing clearance will be considered.
Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $110,000 – $150,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.
Typical Knowledge, Skills, and Abilities:- Bachelors or Masters degree in a technical or engineering discipline.
- In lieu of an appropriate degree, a high school diploma/GED plus additional highly relevant training or experience may be considered.
- At least five (5), and preferably ten (10) years of recent, relevant experience supporting RP processes internal to DHS and USCG.
- Experience with USN POM cycle may be utilized in lieu of USCG specific RP.
- Demonstrated experience with program management support experience.
- Documented experience in future proofing capabilities.
- Demonstrated experience with PowerBI modeling.
- Previous experience with TCA.
- Previous experience with document creation to the USCG standards.
- Knowledge of USN and USCG platforms.
- Knowledge of NSA offices.
- Knowledge of USCG billets.
- Knowledge of SIGINT processes.
- Proficiency with common productivity software.
- Strong communication skills.
