The Operations Divisionprovides information and assistance to taxpayers and tax practitioners of the Commonwealth through the delivery of outstanding customer service, maximizing revenue collections and using the most innovative, cost-effective means available and to promote DOR's enhanced web service.
The selected applicant will be required to effectively manage an inventory of complex Collection cases in conjunction with Collection Bureau core values and the Massachusetts General Laws.
Will enforce the Massachusetts General Laws by executing the legal steps required to ensure compliance on assigned accounts; such steps may include but are not limited to issuing legal notices, filing tax liens, negotiating payment agreements, as well as coordinating and conducting seizures.
Will adhere to the core values of Collection Bureau by working toward a goal of full compliance of the tax laws of the Commonwealth in a manner which promotes accountability, collaboration, excellence, and service.
Will be required to regularly perform the following duties which include but are not limited to: asset and encumbrance research, Registry of Deeds research, Accurint research, Secretary of State research, City/Town Hall and Court Office research , and conducting site visits for the purpose of evaluating and preparing each case for seizure.
Will complete the necessary pre-seizure work which includes working with the Litigation Bureau by providing affidavits for the procurement of Writs of Entry, making arrangements with external vendors to provide assistance during the seizure (police, locksmiths, towing, etc.), reviewing Bankruptcy Court records on the day of the seizure to ensure the taxpayer has not filed bankruptcy, and leading the team in the execution of the seizure.
Will also complete the necessary post-seizure work including but not limited to: documenting seized inventory, depositing seized cash into the seizure bank account, completing the required disposition work, participation in the release of seizures once payments have been made, or participating in the auction process when seized assets are sold by either sealed bid or public auction.
An external candidate recommended for a position with the Department of Revenue will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.
