Overview
Serves as the Payroll team subject matter expert and ensures compliance on all tax-related payroll matters in addition to answering inquiries from tax jurisdictions or employees. Performs a wide variety of other Payroll processing activities for the US and Canada including: approving final register SR's for Weekly/Semi-monthly pay groups, knowledge of eTime T&A system, processing wage garnishments, liens, managing bonus uploads, ad hoc wage and severance payments, and preparing and recommending off cycle payments for Wisely cards or checks. Assists Payroll Manager and team in the comprehensive creation of SOWs with payroll provider and other vendors when needed for special projects and initiatives.
Payroll support related to researching and correcting out-of-balance conditions, report creation (standard, ad hoc and custom) and collaborating with manager in the support of audit deliverables and compliance requirements. Will train less experienced regional payroll practitioners as well as direct work of other payroll team members to close out payroll cycle weekly and semi and work to educate and increase their knowledge of tax-related items.
Assist in the development and management of strong relationships with payroll vendor, client Total Rewards and Benefits teams, HR People Technology and IT teams, etc. Serve as the SME on the payroll system and specifically tax-related items and issues to proactively manage and prevent issues. Recommend improvements to processes and oversee communication to those affected.
Strong comprehension of all Payroll tools and applications relative to executing Payroll processing, W2 creation, stock vesting tax events, and eTime T&A processing and their impact to the successful payroll delivery.
RESPONSIBILITIES
- Major responsibilities for this position will focus on:
- Ensures SEE's payroll taxes are compliant with federal, state, and local regulations.
- Researches laws and regulations regarding federal, state, and local taxes, taxable events and payroll withholding procedures in a multi-state environment.
- Manages processes with ADP Globalview manage services team to execute W-2's, W-2C's annually, and other critical quarter and year end processing tasks.
- Reconciles filing and deposit records with taxing authorities.
- Develops necessary controls including relationships with internal and external auditors and federal, state, and local agencies.
- Manages quarterly and annual adjustments with Payroll Manager.
- Manages ADP Smart Compliance and responds to all tax notices from federal, state, and local agencies in a timely manner.
- Coordinates with unemployment compensation service provider and state unemployment agencies on all tax related issues, amendments, etc.
- Ensures employee federal, state, and local taxes are set up appropriately in ADP GlobalView software, and in compliance with applicable federal, state, and local laws.
- Guarantees ADP GlobalView and unemployment service provider state unemployment rates are current.
- Remains knowledgeable of federal, state, and local tax laws as they apply, to include multi-jurisdictional processing, compensation, and Section 125 benefits.
- Assists with Wage garnishment / liens processing
- Data mining / report creation (standard, ad hoc, and custom)
- Assists with other payroll process special events (ASR, AIP, stock vesting, United Way, hourly bonus compliance)
- Collaborates with payroll manager and team to complete internal and external Audit deliverables
- Continuous improvement of payroll related processes. Work with others in HR, Benefits and Finance to ensure proper financial reporting as well as root cause analysis when issues arise with payroll.
- Acquisitions, projects and SOWs with vendors (various depending on circumstances)
- Other duties as assigned by Payroll Manager.
Qualifications
- 5 to 7 years of specifically Payroll Tax experience in a multi-state and local jurisdictional environment. This should include in-house filing and payment of returns at the federal, state and local level.
- ADP GlobalView experience required.
- GlobalView reporting proficiency
- Intermediate level proficiency with Excel spreadsheets to include pivot tables and VLookup.
- Intermediate level knowledge of complexities of state and local taxation, to include reciprocal agreements.
- Highly analytical and strong ability to communicate both written and verbally to convey clear and accurate information in a timely manner.
- Skilled in Microsoft Office software platforms.
- Excellent attention to detail.

Preferred
- Certified Payroll Professional (CPP) certification or Fundamental of payroll (FPC) certification Required within 18 months.
- Knowledge of various payroll software systems and understanding of data integrations inbound and outbound with benefits and other third-party vendors.
