Job summary

Complete Building Services in Washington, DC is seeking a tenured Talent Acquisition Manager to lead full-cycle recruiting across facilities engineering, operations, and building services in the DC metro area. You will partner with operations leadership to attract, hire, and retain skilled technical talent.

Responsibilities include developing TA strategy, building pipelines for Chief Engineers, HVAC/Building Engineers, Electricians, and Project Managers; leading the TA team; managing ATS; and

Qualifications

• 5+ years of full-cycle recruiting or talent acquisition experience, including at least 1 year managing recruiters.
• Experience recruiting skilled trades, facilities engineering or technical operations talent.
• Experience staffing government or commercial service contracts, including key personnel and contract phase-ins.
• Working knowledge of EEO, OFCCP, Service Contract Act, and DC-area pay transparency requirements.
• Proficiency with an applicant tracking system, LinkedIn Recruiter, AI recruiting tools, and Microsoft Office.
• Ability to pass a background investigation and maintain a facility security badge.
• U.S. citizen, or otherwise legally authorized to work in the U.S.

Responsibilities

• Develop and implement TA strategies aligned with operational growth and new contracts.
• Build proactive pipelines for hard-to-fill roles like Chief Engineers and Project Managers.
• Lead staffing for contract phase-ins and onboarding to meet start dates.
• Forecast hiring needs with operations and support bids with staffing plans.
• Manage the TA team, set goals, and review performance.
• Oversee the ATS, data accuracy, and reporting to leadership.
• Represent employer brand at career fairs and events.
