Job summary

University of California seeks an Export Control Manager to lead systemwide export control processes, licensing, and training across all UC campuses and affiliated labs. You will coordinate with GC, risk, IT, and procurement to ensure compliance with EAR/ITAR and NSPM-33 requirements.

The role requires deep domain expertise, strong stakeholder management, and ability to communicate complex regulations to diverse audiences while advancing UC’s research mission and security posture.

Qualifications

• Minimum 10 years of professional experience or relevant work experience.
• Demonstrated experience with export controls (EAR, ITAR) and compliance.
• Ability to develop and deliver training and guidance to varied audiences.
• Experience in navigating a large, decentralized institution with diverse stakeholders.
• Knowledge of NSPM-33 and agency-specific requirements for research security.

Responsibilities

• Lead the UCOP export control program and implement a systemwide compliance approach.
• Develop training, risk assessments, and metrics for program maturity.
• Coordinate with Office of General Counsel, IT, Risk Services, and procurement.
• Manage licensing processes, records, and UC’s DDTC registration updates.
• Provide guidance to campuses, labs, and locations on complex disclosures.
• Represent UC to external agencies and participate in professional associations.
