The State of Iowa – Executive Branch, Health and Human Services, seeks a Systems Contracts Strategy Bureau Chief to shape Medicaid’s system modernization vision and drive strategic IT initiatives. You will lead cross‑agency collaboration and oversee major technology investments to ensure alignment with enterprise IT, cloud, analytics, and data governance goals.

Qualifications

• Proven leadership in systems strategy, modernization, or enterprise IT governance.
• Experience with IT contracting, vendor management, regulatory compliance, and performance oversight.
• Strong communication, executive briefing, and decision-support skills.
• Ability to build internal capability, lead teams, and manage complex portfolios.

Responsabilités

• Set the Medicaid systems strategy, priorities, and modernization roadmaps.
• Oversee governance for intake, prioritization, impact analysis, testing, and implementation of system changes.
• Supervise IT contracting staff, including RFP development, negotiations, and vendor oversight.
• Ensure alignment of modernization with operational needs, data quality, testing strategies, and enterprise objectives.
