Job summary

Five Rivers Analytics (FRA), an Akima company, seeks a Systems Engineering Planning, Analysis, and Process Support role to enable effective SE activities for the PCE. • Familiarity with DoD acquisition processes and lifecycle frameworks (DAS, JCIDS).

Job description

The Systems Engineering (SE) Planning, Analysis, and Process Support role provides comprehensive engineering and technical expertise to enable effective planning, coordination, and execution of SE activities in support of the Procurement Center of Excellence (PCE). This position requires extensive acquisition knowledge, strong technical writing abilities, and specialized End User Device (EUD) engineering experience to develop high-quality plans, analyses, and processes that guide program teams and reduce integration and technical risks.

The engineer ensures SE processes and disciplines are seamlessly integrated into Portfolio Acquisition Executive Mission Systems (PAE-MS) operations by translating strategic guidance, Department of Defense (DoD) directives, and vendor capabilities into actionable analyses and recommendations. This role supports senior leadership and the USMC Technology Directorate by assessing how systems, programs, and emerging technologies align with the PAE-MS Naval vision, enabling informed decision-making and optimized mission system performance.

Responsibilities

• Support SE planning, coordination, and analytical activities across programs within the PCE.
• Develop engineering analyses, process documentation, and guidance for program teams to minimize integration challenges.
• Conduct assessments of system capabilities to ensure alignment with DoD directives and PAE-MS strategic objectives.
• Translate complex technical, acquisition, and strategic information into clear and actionable insights for leadership.
• Integrate SE methodologies into mission system operations to improve consistency, efficiency, and technical rigor.

Qualifications

• Must possess an active Secret clearance with ability to obtain Top Secret.
• Bachelor’s degree in Systems Engineering, Electrical Engineering, Computer Engineering, Computer Science, or related technical field and 5 years of related experience in systems engineering, acquisition engineering, or technical program support within a DoD or federal environment.
• In lieu of a degree, must possess at least 7 years of related experience.
• Demonstrated experience developing technical documentation, engineering analyses, and process guidance.
• Knowledge of End User Device (EUD) technologies, architectures, and lifecycle management.
• Familiarity with DoD acquisition processes, policies, and lifecycle frameworks (e.g., DAS, JCIDS).
• Ability to analyze complex technical data and translate strategic guidance into actionable plans.
• Strong communication and technical writing skills.
• Ability to work collaboratively with cross-functional teams and stakeholders.

Desired Qualifications:

• Master’s degree in Systems Engineering, Engineering Management, or a related discipline.
• Experience supporting USMC, Navy, or other Service-level technology or acquisition organizations.
• Working knowledge of Portfolio Acquisition Executive (PAE) Mission Systems or similar portfolio frameworks.
• Experience with SE standards and methodologies (e.g., INCOSE SE Handbook, ISO/IEC/IEEE 15288).
• Prior experience integrating emerging technologies into enterprise architectures or mission systems.
• Certifications such as INCOSE ASEP/CSEP/ESEP, PMP, or DAWIA certifications in Engineering, IT, or Program Management.
• Understanding of vendor capability assessments, technical risk identification, and requirements analysis.
