Job summary

Five Rivers Analytics (FRA), an Akima company, seeks a Microsoft Subject Matter Expert to provide lifecycle support for licensing, SCOUT, and TBA activation within the PCE Mission Systems. This role requires DoD clearance, experience with Microsoft enterprise licensing, and the ability to coordinate security and procurement for SCOUT-enabled programs.

The SME will lead bi-weekly TIMs, draft RMF documentation, and ensure compliant, secure deployment for disconnected and air-gapped environments

Qualifications

• Active DoD Secret clearance with Top Secret eligibility.
• Experience supporting Microsoft enterprise licensing, subscriptions, and lifecycle management.
• Strong knowledge of Windows Server and SQL Server licensing, including core-based calculations.
• Proficiency with Microsoft Dataverse, Power Apps (Canvas apps), and enterprise access control management.
• Experience sustaining enterprise applications or workflow systems similar to SCOUT.
• Experience with cost schedule performance in Marine Corps programs.
• Technical background supporting disconnected or air-gapped environments.
• Ability to lead customer technical discussions and communicate complex requirements clearly.

Responsibilities

• Provide full lifecycle support for Microsoft software procurement and licensing within the PCE portfolio.
• Validate CAFs submitted through SCOUT for PCE-supported programs.
• Perform Windows Server and SQL Server core-licensing calculations and ensure accuracy before procurement.
• Advise stakeholders on licensing structures, deployment options, and technical considerations.
• Administer and maintain the SCOUT system with proper access controls and DoD-compliant security configuration.
• Maintain SCOUT documentation, including Administration and User Guides.
• Evaluate system performance and user feedback to recommend updates for PCE workflows.
• Support RMF documentation and cybersecurity posture for PCE systems.
• Lead and participate in TIMs for PCE customers and handle RFIs.
• Manage TBA licensing and activation workflows for disconnected environments.
• Translate evolving TBA workflows into repeatable procedures.

The Microsoft Subject Matter Expert (SME) provides dedicated, highly specialized technical, licensing, and lifecycle support to the Portfolio Acquisition Executive Mission Systems – Procurement Center of Excellence (PCE). This role supports PCE’s mission by enabling compliant, secure, and efficient acquisition, administration, and sustainment of Microsoft products and services used across PCE-supported programs. The SME serves as the PCE’s technical authority for Microsoft licensing, SCOUT platform operations, cybersecurity support, and the Token-Based Authentication (TBA) activation process for disconnected and air-gapped environments. This position does not support all Marine Corps organizations; it is specifically aligned to the PCE mission space and its technical requirements.

Responsibilities

• Microsoft Licensing, Subscription, and Services Support (PCE-Focused):
  • Provide full lifecycle support for Microsoft software procurement and utilization within the PCE portfolio, ensuring that all PCE-managed acquisition actions comply with technical requirements, licensing rules, and procurement policy.
  • Validate technical components of Customer Acceptance Forms (CAF) submitted through SCOUT for PCE-supported programs.
  • Perform Windows Server and SQL Server core-licensing calculations and ensure accuracy of all technical specifications before procurement.
  • Advise PCE customers and stakeholders on licensing structures, deployment options, and technical considerations.
• SCOUT Platform Operations & Sustainment:
  • Administer and maintain the SCOUT system as used by the PCE, ensuring proper access controls, Dataverse permissions, and DoD-compliant security configuration.
  • Maintain platform documentation—including SCOUT Administration and User Guides—in direct support of PCE staff and customers.
  • Evaluate system performance, user feedback, and emerging capabilities to recommend updates that enhance PCE workflows and customer support operations.
• Cybersecurity & ATO Support for PCE:
  • Support the PCE ISSM and ISSO by interpreting PCE programmatic requirements and aligning them to appropriate security controls.
  • Draft technical narratives and support RMF documentation packages for PCE systems, ensuring alignment with DoD cybersecurity standards.
  • Assist in maintaining compliance documentation and supporting vulnerability tracking, configuration updates, and continuous cybersecurity posture support.
• Microsoft Software Customer Support (PCE Stakeholders Only):
  • Lead and participate in bi-weekly Technical Interchange Meetings (TIMs) for PCE customers, coordinating all actions and resolving technical questions related to Microsoft products.
  • Collect Requests for Information (RFIs) from PCE stakeholders and conduct the technical research necessary to provide authoritative answers.
  • Track and close all PCE-related inquiries and actions in coordination with the PCE Microsoft Software Team.
• Token-Based Authentication (TBA) Lifecycle Management:
  • Serve as PCE’s SME and primary executor for Microsoft TBA licensing and activation for disconnected or air-gapped environments.
  • Conduct initial testing, validation, and integration activities using dedicated, isolated developer laptops, ensuring strict compliance with PCE security rules.
  • Work with Microsoft to refine and integrate PCE-specific TBA workflows, ensuring accuracy, repeatability, and alignment with mission needs.
  • Maintain TBA tracking logs and ensure proper documentation, token verification, and closure of PCE actions.
  • Translate evolving TBA workflows into clear, repeatable technical procedures tailored to PCE operational requirements.

Qualifications

• Active DoD Secret clearance with Top Secret eligibility.
• Associate's or Bachelor's degree in Information Technology, Computer Science or related field.
• Must possess 2-4 years of experience with degree OR 5+ years of experience in lieu of degree.
• Demonstrated experience supporting Microsoft enterprise licensing, subscriptions, and lifecycle management.
• Strong knowledge of Windows Server and SQL Server licensing, including core-based calculations.
• Proficiency with Microsoft Dataverse, Power Apps (Canvas apps), and enterprise access control management.
• Experience sustaining enterprise applications or workflow systems similar to SCOUT.
  • - Familiarity with Microsoft token-based activation processes or specialized licensing mechanisms for secure/disconnected environments.
• Experience with cost schedule performance in managing Marine Corp programs.
• Technical background supporting disconnected or air-gapped environments.
• Ability to lead customer technical discussions and communicate complex requirements clearly.

Desired Qualifications

• Prior experience supporting the USMC PCE or similar acquisition-focused organizations within the Department of Defense.
• Experience sustaining enterprise applications or workflow systems similar to SCOUT.
• Familiarity with Microsoft token-based activation processes or specialized licensing mechanisms for secure/disconnected environments.
• Microsoft technical certifications such as Enterprise Administrator Expert, Azure Administrator, or relevant Windows/SQL Server specialties.
• Strong technical writing experience for SOPs, guides, and technical documentation.
