Noblis MSD seeks Systems Engineers to lead and support engineering efforts for Navy afloat and ashore tactical networks, integrating software, web, and hardware across ADNS, CANES, CENTRIXS-M, CaaS, ISNS, SCI Networks, ACS, SDN, and TNGN. Applicants should hold an engineering degree and an active clearance or ability to obtain TS/SCI.

Qualifications

Responsibilities

  • Participate in technical reviews and assist in development/revision of specifications and related documents.
  • Provide engineering support for technical insertions and solutions including ECOs, ECRs, and related docs.
  • Perform system evaluations, investigations, requirement reviews, and trade studies.
  • Provide plans, design analysis, and recommendations for primary C4I systems and upgrade paths.
  • Maintain and validate engineering mockups of tactical network systems.
  • Develop, execute, and maintain SOVT packages per SPEG; perform SOVT testing.
  • Provide sustainment support identifying, reviewing, and resolving system deficiencies.
  • Develop engineering solutions including root cause analyses and corrective actions.
  • Support network engineering including verification of IDPs and network diagrams and drawings.
  • Provide IA integration guidance for tactical systems.
  • Provide DevSecOps engineering support including security-focused feedback loops.
  • Draft and submit technical information for Fleet Advisory Messages and MSUs.
  • Coordinate pilot tests and on-site surveys and test events globally.

Noblis MSD, a wholly-owned subsidiary of Noblis, Inc., delivers mission-critical engineering, logistics, and sustainment solutions to the Department of Defense. We seek talented professionals to support Naval Information Warfare Center (NIWC) Pacific, Code 41250, in San Diego, CA. This program sustains, maintains, and modernizes the Navy’s afloat and ashore tactical network systems — including Automated Digital Network System (ADNS), Consolidated Afloat Networks and Enterprise Services (CANES), Combined Enterprise Regional Information Exchange System – Maritime (CENTRIXS-M), Communications as a Service (CaaS), Integrated Shipboard Network System (ISNS), Sensitive Compartmented Information (SCI) Networks, Agile Core Services (ACS), Software Defined Networks (SDN), Tactical Afloat Next Generation Networks (TNGN) — ensuring fleet readiness and operational superiority across the global naval enterprise.


Noblis MSD seeks Systems Engineers to lead and support engineering efforts for overseeing the creation, integration, and sustainment of hybrid software, web, and hardware products for Navy afloat and ashore tactical networks. These roles integrate network operating systems, application programs, and hardware devices across ADNS, CANES, CENTRIXS-M, CaaS, ISNS, SCI Networks, ACS, SDN, and TNGN platforms while balancing cost, schedule, and technical considerations across the system lifecycle.


Responsibilities include, but are not limited to:


  • Participate in technical reviews and assist in development/revision of specifications, Specification Change Notices (SCN), Ship Change Documents (SCD), Request for Changes (RFC), Engineering Change Notices (ECN), Fleet Readiness Certification Boards (FRCB), Field Changes (FCs)

  • Provide engineering support for technical insertions and solutions including 400-series documents (architecture, detailed design, requirements, Engineering Change Orders (ECOs), Bill of Materials (BoMs), operations guidelines, Enterprise Change Requests (ECRs), Enterprise Problem Reports (EPRs), and Service Request Forms (SRFs))

  • Perform system and technical evaluations, investigations, requirement reviews, and trade studies to correct deficiencies, achieve cost savings, or improve operations

  • Provide plans, design analysis, and recommendations for primary Command, Control, Communications, Computers and Intelligence (C4I) systems and replacement/upgrade systems

  • Maintain and validate engineering mockups of tactical network systems

  • Develop, execute, and maintain System Operational Verification Test (SOVT) packages per SOVT Preparation and execution Guide (SPEG) compliance; perform SOVT testing and document results

  • Provide sustainment support identifying, reviewing, assessing, and resolving system deficiencies throughout the lifecycle

  • Develop engineering solutions including root cause analyses, deficiency correction evaluation, and corrective action options

  • Support network engineering including verification of Installation Design Plans (IDPs), network architecture diagrams, and full range of engineering drawings including System block diagrams, Electrical schematics and wiring diagrams, Cable and interconnect diagrams, Rack and enclosure elevation drawings, Equipment installation and mounting drawings, and Interface control drawings (ICDs)

  • Provide Information Assurance (IA) integration guidance for tactical systems including vulnerability mitigation, intrusion response, and patching

  • Provide DevSecOps engineering support including proactive sustainment monitoring, network health anticipation, security-focused feedback loops, and evaluation of software release impacts on system performance

  • Draft and submit technical and engineering information for Fleet Advisory Messages (FAMs), Fleet Information Bulletins (FIBs), Mandatory Security Updates (MSUs), and other Engineering Information Bulletins in support of solution releases

  • Support proactive sustainment engineering including automated report collection and predictive modeling for afloat networks

  • Coordinate pilot tests to validate operational feasibility and solicit user feedback on potential new solutions.

  • Coordinate, attend, and participate in on-site surveys, installations, technical assistance visits, and test events globally

  • Produce t echnical information for Fleet Advisory Messages (FAMs), Fleet Information Bulletins (FIBs), and Mandatory Security Updates (MSUs)


Required Qualifications


  • Active DoD Secret clearance; ability to obtain TS/SCI (required for SCI Networks/ADNS INC III work)

  • U.S. Citizenship required

  • BS in an Engineering discipline (minimum required)

  • Experience with Navy C4I systems integration and sustainment

  • Experience managing full development cycles (specification, design, coding, testing, maintenance)

  • Experience in the development, review, and management of engineering drawing packages supporting C4I system design, installation, modification, and sustainment activities across shore and shipboard environments

  • Proficient in CAD tools including AutoCAD for 2D and 3D drawing development

  • Strong analytical and problem-solving abilities

  • Excellent communication and interpersonal skills

  • Attention to detail and accuracy

  • Must be able to work in a fast-paced environment and adapt to changing requirements

  • Some travel may be required


Level II ($78,900 – $123,300)



  • Bachelor’s degree in engineering with 3years professional experience in systems engineering OR master's degree in engineering with 1year of experience in systems engineering.


Level III ($95,500 – $149,200)



  • Bachelor’s degree in engineering with 7 years professional experience in systems engineering OR master's degree in engineering with 4 years of experience in systems engineering.


Desired Qualifications


  • MS in Systems Engineering, Computer Engineering, or Electrical Engineering

  • Experience with ADNS, CANES, ISNS, or CENTRIXS systems

  • Familiarity with Cisco switches/routers, Windows Server, and Linux administration

  • Experience with DevSecOps methodologies

  • Experience developing solutions through scripting utilities (e.g., Python) to automate repetitive analysis, BOM checks, data cleanup, and automate report generation

  • Applied knowledge of Artificial Intelligence (AI) and Large Language Models (LLMs) to improve technical search, requirements reviews, document comparisons, lessons learned, design reviews, and knowledge retrieval

  • CompTIA Security+ or equivalent IA certification (DoD 8570.01-M, DoD Information Assurance Workforce Improvement Program compliant)

  • International Council on Systems Engineering (INCOSE) Certified Systems Engineering Professional (CSEP) or equivalent systems engineering certification

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this positionis based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
