Job summary

STEMBoard, a team-focused on solving challenges for national missions, seeks a Systems Engineer (Level 3) to analyze user requirements, lead design, and ensure technical integrity for the ISEE program.

The role requires active TS/SCI clearance, DoD 8570-aligned certifications, and a track record of developing system requirements, architecture, and integration across multiple teams and stakeholders within government programs.

Qualifications

  • Active TS/SCI security clearance.
  • DoD 8570 compliant or equivalent information assurance certification.
  • Experience deriving system requirements from user needs, CONOPs, and architecture.
  • Experience developing system architecture and design documentation.
  • Experience guiding system integration and test planning.
  • Experience providing technical direction to junior staff.
  • Experience interfacing with Government stakeholders on technical matters.

Responsibilities

  • Research and evaluate new concepts to improve performance and resolve issues.
  • Provide guidance to junior technicians, specialists, and managers.

Job description

The Systems Engineer (Level 3) analyzes user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications in support of the ISEE program. This individual leads design and development activities, provides technical leadership for the integration of requirements, design, and technology, and is responsible for the technical integrity of work performed and the deliverables associated with the systems engineering area of responsibility.

Responsibilities
  • Analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
  • Analyze system requirements and lead design and development activities.
  • Guide users in formulating requirements, advise on alternative approaches, and conduct feasibility studies.
  • Provide technical leadership for the integration of requirements, design, and technology.
  • Develop system architecture and system design documentation.
  • Guide system development and implementation planning through assessment or preparation of systems engineering management plans and system integration and test plans.
  • Incorporate new plans, designs, and systems into ongoing operations.
  • Plan, coordinate, and manage engineering projects, and act as lead in defining and executing systems engineering activities within a project.
  • Review and approve systems engineering documentation to ensure processes and specifications meet system needs and are accurate, comprehensive, and complete.
  • Coordinate system integration activities across multiple teams, capturing interface designs in a common interface control format and maintaining interface data in a commonly accessible repository.
  • Manage changes to requirements through a formal control process --- assessing impacts before commitment, gaining stakeholder buy-in, eliminating ambiguity, ensuring traceability to source requirements, and tracking open actions to closure.
  • Mitigate risk and control cost and schedule variance across large-scale, integrated projects.
  • Research and evaluate new concepts and processes to improve performance; analyze cross-functional problem sets, identify root causes, and resolve issues.
  • Lead multiple tasks, projects, or teams; oversee and monitor performance and take steps to resolve issues as required.
  • Provide guidance and direction to junior technicians, specialists, and managers.
  • Interact with the Government regarding systems engineering technical considerations and associated problems, issues, or conflicts.
  • Communicate with program personnel, Government stakeholders, and senior executives.
Required Skills and Experience
  • Active TS/SCI Security Clearance
  • DoD 8570 compliance or an information assurance certification commensurate with the technical objectives and services required within the task order, maintained throughout contract performance.
  • One of the following combinations of education and systems engineering experience: High School Diploma + 10 years; Associate's Degree + 8 years; Bachelor's Degree + 6 years; Master's Degree + 4 years; or PhD + 2 years.
  • Demonstrated experience developing system requirements specifications from user requirements, concepts of operations, and high-level architectures.
  • Experience developing system architecture and system design documentation.
  • Experience guiding system integration and test planning.
  • Experience providing technical direction to junior engineering staff.
  • Experience interfacing directly with Government stakeholders on technical matters.
Preferred Certifications
  • CompTIA Security+ (IAT Level II)
  • INCOSE Certified Systems Engineering Professional (CSEP)
  • ITIL Foundation
  • Applicable software or hardware training and certifications commensurate with the IT environment specified within the task order
