PRIMARY PURPOSE

CNA's Center for Homeland Security and Infrastructure Resilience develops data-driven, analytic solutions to address complex and emerging problems. We conduct analysis and planning, build decision-support tools, and create training and exercises that support the safety and security of our nation's residents, visitors, environment, infrastructure, economy, and cyberspace.

The role involves systems, data, and operations analysis, requirements and systems development analysis and design. Supports independent scientific and technical investigations, applying formal engineering and management principles to system specifications and documentation.

JOB DESCRIPTION AND/OR DUTIES

1. Supports the definition and development of system requirements and documentation of detailed specifications for program and hardware development or procurement.
2. Supports formulation, validation, documentation, and definition of user requirements, system use cases, business process workflows, enterprise architectures, and system designs based on user needs and research.
3. Engages stakeholders to elicit user needs, understand business architectures, processes, and gaps; models and analyzes current and future business processes and information flows.
4. Applies research methodologies to gather, process, and analyze data; uses database software to organize data and generate reports.
5. Works independently on project segments; maintains understanding of project budgets and financials.
6. Devises or modifies procedures to solve complex problems considering system capacities and limitations.
7. Designs data models using UML and entity-relationship diagrams; develops data dictionaries, schemas, and supports data migration strategies.
8. Supports development of information management strategies and governance aligned with organizational needs.
9. Analyzes and revises existing system logic and documentation as needed.
10. Resolves complex program support issues.
11. Collaborates with software developers to ensure user needs are accurately represented.
12. Supports validation and verification plans following industry standards.
13. Maintains awareness of the division's mission and organizational structure.
14. Prepares reports, briefings, and project deliverables, and assists with proposal development.

JOB REQUIREMENTS

1. Education: Bachelor's degree in computer science, mathematics, operations research, or related engineering field, or equivalent experience.
2. Experience: Minimum of 4 years relevant work experience in a government contract environment or 6 years related experience.
3. Skills: Proficiency in systems engineering disciplines, software tools (MS PowerPoint, Word, Excel), effective communication, data analysis, and familiarity with software development lifecycle methodologies.
