Coast Electric Power Association is seeking a System Engineer II to maintain and improve the reliability, efficiency, and performance of our electric distribution systems. This role supports system improvements, planning, and coordination of operations to ensure safe, dependable service for members.

The position requires a BSEE with power systems emphasis, strong analytical skills, and proficiency with CYME and GIS/OMS systems.

Qualifications

  • BSEE with emphasis in power systems or communications.
  • Ability to understand electrical distribution system construction, operation, and maintenance.
  • Knowledge of industry standards (RUS, NEC, NESC, IEEE, ANSI).
  • Experience with transformers, relays, and substations.
  • Strong analytical and communication skills, and the ability to work under pressure.

Responsibilities

  • Investigate power quality concerns and recommend corrective actions.
  • Perform distribution system analysis: loads, voltage drop, fault current, contingencies.
  • Use CYME and other systems to evaluate performance and identify improvements.
  • Test, commission, and troubleshoot distribution relays and controls.
  • Develop Construction Work Plans (CWP) and Long-Range Plans (LRP).
  • Coordinate substation/feeder load transfers, switching, and outages.
  • Maintain data in GIS, OMS, and other engineering databases.
  • Participate in design/installation of substations and infrastructure.
  • Collaborate with Engineering, Operations, Control Center, and external providers.
  • Assist with outage troubleshooting, restoration, and disaster planning.
  • Join rotational engineering standby program and support special projects.

Job description

Coast Electric is currently seeking a highly motivated and detail-oriented System Engineer II to join our Engineering and Operations team. This position plays a vital role in maintaining and improving the reliability, efficiency, and performance of our electrical distribution systems.

The System Engineer II is responsible for planning and coordinating the operation of electrical distribution facilities, analyzing system performance, developing construction and long-range plans, and supporting system improvements to ensure the delivery of safe and dependable electricity to our members.

Job Responsibilities
  • Investigate member power quality concerns, identify potential issues, and recommend appropriate corrective measures.
  • Perform electrical distribution system analysis, including load studies, voltage drop, fault current, and contingency switching.
  • Utilize CYME Engineering Analysis software and other engineering systems to evaluate distribution system performance and identify opportunities for improvement.
  • Perform testing, commissioning, and troubleshooting of distribution relays and controls.
  • Develop and implement Construction Work Plans (CWP) and Long-Range Plans (LRP), including analyzing project loads, identifying necessary system upgrades, and preparing project documentation.
  • Coordinate substation and feeder load transfers, switching operations, and planned outages for maintenance, construction, and system restoration.
  • Maintain accurate distribution system data withing Geographic Information Systems (GIS), Outage Management Systems (OMS), and other engineering databases.
  • Participate in the design and installation of new substations and other electrical distribution infrastructures.
  • Collaborate with Engineering, Operations, Control Center personnel, and external power providers to support system reliability and operational efficiency.
  • Assist with outage troubleshooting, emergency restoration efforts, and disaster response planning.
  • Participate in the rotational engineering standby program and support special engineering projects as assigned.
Minimum Qualifications
  • Bachelor of Science in Electrical Engineering (BSEE) from an accredited university with an emphasis in power systems or communications is required.
  • Ability to acquire a thorough understanding of electrical distribution system construction, operation, and maintenance.
  • Ability to develop knowledge of applicable industry standards and specifications, including RUS, NEC, NESC, IEEE, and ANSI.
  • Ability to acquire working knowledge of electrical distribution equipment, including transformers, voltage regulators, capacitors, sectionalizers, circuit breakers, relays, controls, and substations.
  • Strong analytical, critical-thinking, and problem-solving skills with excellent attention to detail.
  • Proficiency in computer applications, spreadsheets, word processing, and distribution analysis software.
  • Excellent written and verbal communication skills, with the ability to collaborate effectively with employees, members, and external partners.
  • Ability to manage multiple responsibilities independently, maintain accuracy, and perform effectively in high pressure situations.
  • Demonstrated integrity, initiative, strong work ethic, and commitment to safety.
Working Conditions

The work is performed indoors and outside in all weather conditions. Must be able to lift 20-30 lbs. maximum with frequent lifting and/or carrying of objects weighing up to 10 lbs. Must be able to reach, handle, work with fingers, and feel. Must have ability to work at a desk, conference table, or in meetings of various configurations. Must be able to stand or sit for extended periods. Must be able to speak and listen and have an effective and persuasive speaking voice when answering the phone and working with other employees. Must possess visual acuity and manual dexterity. May be subject to risks of electrical shock when working around power lines and in substations.

As an essential service provider and emergency responder, Coast Electric employees may be required to work extended hours, nights, weekends, and holidays during outages, severe weather, natural disasters, and other emergency situations.
