System Director, Clinical Operations (Physician)

Physician Affiliate Group of New York (PAGNY) and NYC Health + Hospitals’ Division of Enterprise Clinical Operations are seeking an accomplished and operationally focused System Director to support systemwide clinical initiatives and drive measurable improvements in healthcare operations and program implementation.

PAGNY, a multispecialty medical practice group, staffs several municipal hospitals and clinics within New York City through an affiliation agreement with NYC Health + Hospitals. PAGNY’s Corporate staff provides administrative, practice management, and human resources services in support of nearly 4,000 clinical providers.

Opportunity Details:

  • Support NYC Health + Hospitals systemwide.
  • Develop and operationalize clinical programs aligned with system priorities.
  • Partner with hospital leadership, nursing, operations, finance, and IT to execute cross-functional initiatives.
  • Create and monitor business plans, budgets, ROI models, and performance dashboards.
  • Maintain a part-time clinical practice (40–50%) to support clinical engagement.
  • Foster a culture of teamwork, accountability, and continuous improvement.
  • Create initiatives that address medical education, patient safety, and quality improvement.
  • Support Fellowship in providing feedback and mentorship.
  • Offer clinical guidance to build and offer feedback to programs.

Qualifications
  • MD or DO with current Board Certification.
  • Eligible for medical licensure in New York State.

  • Demonstrated success in hospital operations, clinical program implementation, and strategic execution.
  • Strong financial and business skills; ability to manage budgets and service-line performance.
  • Excellent communication, interpersonal dynamics, and change-leadership abilities.

Wages and Benefits include:

Annual Base Salary: $250,000* - $400,000* based on medical specialty and clinical/administrative experience.

The annual total value of compensation package is estimated at $275,000** and $436,000**, which includes the baseline salary, 401(k) contribution, and other factors as set forth below:

  • 401(k) Company Contribution (subject to IRS contribution limits):
    • Employees are immediately vested in a 3% company contribution of base earnings. No employee match is required.
    • After one year of service, employees receive an additional 7% company contribution of base earnings. No employee match is required.
