Job summary

Virginia Retirement System (VRS) is seeking a senior business analyst for the IDS team to lead ECM strategy, requirements gathering, and data lifecycle improvements. You will evaluate practices, interview stakeholders, and define future state processes for document management and data handling.

Qualifications

  • Bachelor’s degree from a four-year college or university.
  • 7+ years of experience in business analysis, requirements gathering, document/data lifecycle management and process improvement.
  • 3+ years of experience supporting ECM strategies and enterprise data practices in a government, investment or financial services environment.
  • Excellent critical thinking and problem-solving skills with strong attention to detail.
  • Proven experience creating clear, structured technical documentation (e.g. requirements, process maps, data and document flows).
  • Strong verbal and written communication skills with the ability to translate complex concepts into clear business terms.
  • Demonstrated ability to collaborate effectively in a cross-functional team environment.
  • Demonstrated ability to work independently and proactively identify and address areas needing attention or improvement.

Responsibilities

  • Provide business analysis, ECM strategy, requirements gathering, and testing expertise.
  • Evaluate ECM practices, interview stakeholders, analyze workflows, identify gaps, risks and improvement opportunities.
  • Elicit, analyze and document future state business and technical requirements for ECM, data handling, and system enhancements.
  • Recommend standardized approaches for document intake, storage, retrieval, approval, versioning and retention.
  • Design and implement workflows and governance for content classification, retention and accessibility, including taxonomies and security frameworks.
  • Develop understanding of investment systems, document repositories, and data architecture, including data flows and integrations.
  • Create and maintain documentation supporting file strategies, data flows, and operational procedures.
  • Develop testing strategies to validate system changes and workflows.
  • Support training on new technology and processes with job aids.
  • Contribute to data analysis, reporting and document-driven insights for decision-making.
  • Identify process improvements and lead solution delivery.
  • Contribute to special projects as directed by IDS Research Director.
  • Work on a 12-month contract with potential extension.

About the Role

The Virginia Retirement System (VRS) Investment Decision Support (IDS) team serves as the primary data stewards for the Investments Department. IDS connects data to investment analysis by overseeing all aspects of the data management life cycle. The team works closely with investment programs to understand their business data and decision‑support requirements, develops tools to extract valuable and timely information, and continuously improves processes and systems to ensure high levels of data integrity and availability.

Responsibilities
  • Provide business analysis, enterprise content management (ECM) strategy, requirements gathering, and testing expertise.
  • Evaluate current ECM practices, conduct interviews, analyze workflows, and identify best practices, gaps, inefficiencies, legal and policy requirements, scope recommendations, improvement opportunities and risks.
  • Elicit, analyze and document future state business and technical requirements related to ECM, data handling, and system enhancements.
  • Recommend and implement standardized approaches for document intake, storage, retrieval, approval, versioning, classification and retention.
  • Design and implement standardized workflows and governance frameworks for content organization, classification, retention and accessibility, including document libraries, metadata structures, taxonomy, content types, workflows, templates and security frameworks.
  • Develop a comprehensive understanding of investment systems, document repositories, and data architecture, including data flows and system integrations.
  • Create and maintain detailed documentation supporting file strategies, data flows, system processes and operational procedures.
  • Develop and execute testing strategies to validate system changes, document workflows and process improvements.
  • Support internal teams by developing job aids and conducting training on new technology and processes.
  • Contribute to data analysis, reporting and document‑driven insights to inform decision‑making.
  • Proactively identify process improvement opportunities and drive solutions.
  • Contribute to strategic initiatives and special projects as directed by the IDS Research Director.
  • Work on a 12‑month contract with potential extension.
