Job summary

SAIC seeks a Senior Scrum Master and Jira Administrator to join the DoD DIFC2 LSI Team in Reston, VA. This onsite role combines leadership with Jira administration to enable scaled Agile delivery and secure DevSecOps pipelines for a mission-critical program.

You will lead ART ceremonies, remove impediments, design Jira workflows, and integrate Jira with GitHub/Jenkins to support CI/CD. A TS/SCI clearance and Atlassian/Jira certifications are required.

Qualifications

• Active TS/SCI clearance or SCI eligibility; US citizen.
• Atlassian Jira Administrator – Cloud certification.
• Certified Scrum Master (CSM) or Professional Scrum Master (PSM).
• Bachelor’s degree in Computer Science, Information Technology, or a related field.
• 8–10 years of experience as a Scrum Master or Agile Program Manager, including SAFe or scaled Agile practices.
• 3+ years of hands-on experience as a Jira Administrator, including workflows, dashboards, and automation.
• Experience leading Agile teams in DevSecOps and implementing CI/CD pipelines in cloud or hybrid infrastructures.

Responsibilities

• Administer and optimize Jira, Confluence, and Bitbucket for workflows, permissions, and reporting.
• Design and maintain Jira workflows, dashboards, and reporting for scaled Agile environments.
• Create and manage Jira boards, filters, schemes, and user accounts for ART teams.
• Develop Jira automation rules and leverage JQL for advanced reporting.
• Integrate Jira with GitHub, Slack, Jenkins to support CI/CD and DevSecOps workflows.
• Troubleshoot, upgrade, and ensure security in classified environments.

SAIC is seeking a highly skilled and motivated Senior Scrum Master and JIRA Administrator to join our Department of the Air Force Integrated Fires Command and Control (DIFC2) Lead Systems Integrator (LSI) Team in Reston, VA. This dual-role position combines leadership and technical expertise to drive successful Agile Release Trains (ARTs) while ensuring seamless administration of Atlassian Jira tools for project execution. The candidate will play a critical role in enabling scaled Agile delivery, optimizing DevSecOps pipelines, and maintaining secure, mission-critical environments for a federal government program.

This position requires hands-on experience orchestrating Agile practices, managing JIRA, and collaborating across teams to deliver high-quality technical solutions supporting government initiatives.

This position is ONSITE in Reston, VA.

Key Responsibilities

• Serve as a servant leader for Agile teams, fostering collaboration, removing impediments, and enabling teams to deliver value effectively.
• Serve as a Scrum Master for the Agile Release Train (ART), resolving impediments, and driving continuous value delivery.
• Facilitate Sprint ceremonies including Daily Stand-ups, System Demos, Inspect & Adapt (I&A), and Retrospectives.
• Manage the risks, dependencies, and agile governance. Establish metrics to evaluate performance and value stream improvements (e.g., flow efficiency, velocity).
• Coordinate with external stakeholders to align ART goals with organizational objectives.
• Demonstrate excellent communication, critical thinking, organizational, and coordination skills to effectively support Agile teams and stakeholders.
• Administer and optimize Atlassian toolsets (JIRA, Confluence, Bitbucket) to support Agile tracking, workflows, permissions, and reporting.
• Design and maintain custom JIRA workflows, dashboards, and reporting for use in scaled Agile environments aligned with ART processes.
• Create, configure, and manage JIRA Agile boards, filters, schemes, and user accounts for ART teams.
• Develop and implement effective JIRA automation rules to streamline business processes.
• Leverage JIRA Query Language (JQL) to deliver advanced reporting metrics for Agile planning and execution.
• Integrate JIRA with third-party tools (e.g., GitHub, Slack, Jenkins) to support CI/CD pipelines and DevSecOps workflows.
• Troubleshoot and resolve issues, perform upgrades, and ensure compliance with security standards in classified environments.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
