Job summary

State of Vermont seeks an experienced AOT Manager II to lead Environmental Policy & Sustainability initiatives within the Transportation Agency. The role focuses on advancing EV deployment, energy, pollution reduction, resilience planning, and policy development.

Candidates should excel in research, GIS, project management, and stakeholder engagement. Responsibilities include executing new programs, coordinating procurement and budgets, and advising leadership on policy and legislative

Qualifications

• Associate Degree AND 5+ years of management experience in policy, planning, program evaluation or budgeting.
• High school diploma or equivalent AND 7+ years of management experience in the same areas.
• Note: Some positions may require registration as a Professional Engineer (PE).

Responsibilities

• Establish and execute business processes to implement new program initiatives.
• Complete research and analyses to support policy recommendations and performance reports.
• Manage contractor and vendor procurement, budget, and invoicing.
• Coordinate with Agency staff and other state, federal and local agencies and stakeholders.
• Inform and advise program leads and leadership on policy development and legislative proposals.
• Represent the Agency at meetings with communities and funding partners.
• Support presentations of program and funding information to the General Assembly and at public hearings.
• Address media inquiries.
