Job summary

Office of Management & Budget (OMB) in NYC seeks an Analyst/Senior Analyst to support the ESR Task Force’s sustainability and resiliency programs. You will forecast, model emissions, and analyze policy impacts for a climate-focused budget initiative funded through 2028.

The role involves interagency collaboration, data-driven policy analysis, and developing investment metrics for sustainability outcomes. The position emphasizes strong Excel and coding skills (Python/R/STATA), plus experience

Qualifications

  • Bachelor's degree with 2+ years of experience in budgetary planning/management, financial analysis, public policy analysis or related field.
  • Master's degree in Economics, Political Science, Public Administration, Public Affairs, Urban Studies or related field with minimum 1 year of relevant experience.
  • Experience with greenhouse gas accounting and emissions forecasting methods.
  • Strong data analysis, scenario modeling, or econometrics/regression skills.

Responsibilities

  • Provide forecasting and analysis to improve NYC GHG forecasting methods and results.
  • Update annual forecast using latest data and emissions factors.
  • Revise metrics for emissions and air quality impacts of funded projects.
  • Lead or participate in interagency meetings to validate assumptions and share findings.
  • Prepare draft sections for annual publication detailing emissions impacts of City actions.
  • Model cost, emissions, and public health outcomes for programs.
  • Assess cost, emissions, health, and risk implications of legislation and policies.
  • Survey academic literature and interview researchers for insights.
  • Conduct statistical analysis of large datasets.
