Job summary

Northrop Grumman in Utah seeks a Supply Chain Subcontracts Specialist – Level 4 to manage cradle-to-grave subcontracts for strategic programs. The role will coordinate with contracts, engineering, quality, and planning to ensure timely procurement of specialized materials and services.

On-site work is required at Promontory or Magna with FT remote hybrid options. A DoD clearance is not always required initially, but the candidate should be eligible.

Qualifications

• Bachelor’s Degree and 8+ years of experience in supply chain, government contracting, or related work -OR- Master’s Degree and 6+ years
• Experience with FAR provisions and GSC policies and procedures
• Ability to obtain & maintain a DoD security clearance (US Citizenship Required)
• Strong cradle-to-grave subcontract administration experience
• Experience preparing subcontractor RFP packages

As a Supply Chain Subcontracts Specialist – Level 4, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is located in Promontory or Magna, Utah. FT remote hybrid work is available, but ability to work onsite when needed is mandatory.

Responsibilities

• Successful candidate will source and procures specialized goods and services


• Owns contractual management of the supplier


• Responsible for source selection from contract proposal to execution phases


• Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users


• Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services


• Prepares Request for Proposal package, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts


• In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules


• Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations


• Manages and leads supplier financial forecasting accuracy

Candidate will also manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliers. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.

Basic Qualifications

• Bachelor’s Degree and 8+ years of experience in supply chain, government contracting, or related work -OR- Master’s Degree and 6+ years


• In lieu of degree, an additional 4 + years of experience may be considered


• Experience with FAR provisions and GSC policies and procedures


• Ability to obtain & maintain a DoD security clearance (US Citizenship Required)


• Strong knowledge and proven historical performance of cradle to grave subcontract administration


• Experience preparing subcontractor Request for Proposal (RFP) packages


• Experience preparing and presenting briefings to leadership (internal/external)


• Demonstrated skill and ability to perform professional tasks


• Ability to provide accurate supplier invoice and accrual forecasting


• Strong knowledge of Microsoft Office Applications

Preferred Qualifications

• Experience managing subcontracts


• Experience managing various subcontract types (Firm Fixed Price, Cost Plus Incentive or Fixed Fee, Time & Material, Labor Hour, IDIQ, etc)

Primary Level Salary Range: $101,400.00 - $152,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
