Job summary

Northrop Grumman is seeking a skilled procurement professional to source and manage subcontracted goods and services, with cradle-to-grave responsibility from proposal through execution. The role collaborates with contracts, engineering, quality, and operations to ensure delivery and compliance.

The candidate will develop supplier specifications, evaluate proposals, and negotiate terms while overseeing supplier quality and performance.

Qualifications

  • Bachelor’s degree in Business Administration or Supply Chain with relevant experience.
  • Will consider additional 4+ years of experience in lieu of degree.
  • Strong knowledge and proven historical performance of cradle to grave subcontract administration.

Responsibilities

  • Source and procure specialized goods and services.
  • Owns contractual management of the supplier.
  • Responsible for source selection from contract proposal to execution phases.
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users.
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
  • Prepares Request for Proposal package, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
  • Manages and leads supplier financial forecasting accuracy.
  • Candidate will also manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded.
  • Manages and develops strategic/key suppliers.
  • Reviews and approves supplier payment as needed.
  • Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.

  • Will consider an additional 4+ years of experience in lieu of degree
  • Strong knowledge and proven historical performance of cradle to grave subcontract administration
  • Proficiency with Microsoft Office including Word, PowerPoint, and Excel
  • Must have the ability to obtain and maintain a U.S. Government Secret security clearance (U. S. Citizenship a prerequisite)
Basic Qualifications for Level 3
  • Bachelor's degree in Business Administration, Supply Chain, or related field and 5 + years of relevant experience - OR - Master’s degree and 3+ year of related experience in Business Administration, Supply Chain, or related field
  • Will consider an additional 4+ years of experience in lieu of degree
  • Strong knowledge and proven historical performance of cradle to grave subcontract administration
  • Proficiency with Microsoft Office including Word, PowerPoint, and Excel
  • Must have the ability to obtain and maintain a U.S. Government Secret security clearance (U. S. Citizenship a prerequisite)
Preferred Qualifications
  • Experience with FAR provisions and GSC policies and procedures
  • Experience preparing subcontractor Request for Proposal (RFP) packages
  • Experience managing subcontracts
  • Experience managing various subcontract types (Firm Fixed Price, Cost Plus Incentive or Fixed Fee, Time & Material, Labor Hour, IDIQ, etc)
Primary Level Salary Range:

$65,500.00 - $98,300.00

Secondary Level Salary Range:

$81,400.00 - $122,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
