Job summary

Jobtailor is seeking a procurement professional with strong government contracting experience to lead cradle-to-grave subcontract administration. The role involves source selection, RFP preparation, negotiation, and administration of subcontracts for specialized materials and services.

Responsibilities include coordinating with contracts, engineering, quality, and end-users, while ensuring compliance with FAR provisions, DoD security requirements, and import/export regulations.

Qualifications

  • Bachelor’s degree and 5+ years of government contracting experience, or Master’s with 3+ years in government contracting.
  • Familiar with FAR provisions and GSC policies and procedures.
  • Ability to obtain & maintain a DoD security clearance (US Citizenship Required).
  • Strong cradle to grave subcontract administration experience.
  • Experience preparing Subcontractor RFP packages and supporting the NGC acquisition process.

  • Coordinate with contracts, engineering, quality, supplier development, planning, operations, program, and end-users.
  • Develop subcontract specifications, work statements, and terms for procurement.
  • Prepare RFP packages, evaluate proposals, negotiate subcontract provisions, and administer subcontracts.
  • Evaluate supplier quality and reliability to meet delivery schedules.
  • Identify cost reduction strategies and manage risk through negotiations.
  • Manage supplier financial forecasting accuracy.
  • Ensure compliance with public law requirements and company policies, including import/export regulations.
  • Document communications to logistics/warehouse to record receipt.
  • Develop strategic suppliers and review supplier payments.
  • Utilize Lean Six Sigma tools with suppliers to drive quality and efficiency.

Job description

  • Successful candidate will source and procure specialized goods and services
  • Owns contractual management of the supplier
  • Responsible for source selection from contract proposal to execution phases
  • Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
  • Prepares Request for Proposal package, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
  • In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Manages and leads supplier financial forecasting accuracy
  • Candidate will also manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
  • Employs sound business practices and assesses supplier performance as part of follow-up activities.
  • Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded.
  • Manages and develops strategic/key suppliers.
  • Reviews and approves supplier payment as needed.
  • Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
Requirements
  • Bachelor’s Degree and 5+ years of experience in government contracting -OR- Master’s Degree and 3+ years of government contracting experience for a level 3
  • Familiar with FAR provisions and GSC policies and procedures
  • Ability to obtain & maintain a DoD security clearance (US Citizenship Required)
  • Strong knowledge and proven historical performance of cradle to grave subcontract administration
  • Experience preparing subcontractor Request for Proposal (RFP) packages and supporting the NGC acquisition process
  • Experience preparing and presenting briefings to leadership (internal/external)
  • Demonstrated skill and ability to perform professional tasks
  • Strong organizational skills
  • Problem solving aptitude to develop solutions and drive resolution to a variety of problems of moderate scope and complexity
  • Ability to provide accurate supplier invoice and accrual forecasting
  • Ability and willingness to contribute to the completion of organizational projects and goals
  • Must have the ability to obtain and maintain a U.S. Government DoD security clearance (Secret, Top Secret; etc.)
  • Strong knowledge of Microsoft Office Applications
