Skypace, the ocean freight division of Maxton Shipping Inc., is seeking a highly experienced Supply Chain Program Manager to lead 4PL implementations and LSP onboarding in a Houston-based, on-site role.

You will design governance, onboard multiple LSPs, establish scorecards and control towers, and drive the program to steady state across project logistics with tight collaboration across procurement, engineering and site teams.

Supply Chain Program Manager, 4PL Implementation and LSP Onboarding

Pipeline role. Skypace interviews on a rolling basis and hires when a matching customer program is confirmed.

Skypace is the ocean freight division of Maxton Shipping Inc., an FMC-licensed NVOCC (OTI license 027662) headquartered in California. Skypace runs ocean freight and 4PL programs for 200+ organizations in 20+ countries, under commercial contracts with nine ocean carriers.

EPC contractors, energy operators and manufacturers with project supply chains rarely move cargo with one provider. A single project can involve dozens of suppliers, several forwarders, customs brokers in each country and site logistics contractors. Because the shipper still answers for every need date, these organizations appoint a lead logistics provider or 4PL to put all parties under one process, one data set and one scorecard.

The Supply Chain Program Manager, 4PL Implementation and LSP Onboarding stands up those programs at Skypace. The role onboards the shipper's designated logistics service providers (LSPs), sets the governance and the scorecards, and brings the program to steady state.

Compensation: $115,000 to $150,000 base salary, plus an annual bonus tied to implementation milestones.

Location: Houston, TX, on site, with travel to customer offices and project sites.

Implementation Scorecard:

• LSPs onboarded against plan: contacts, SOPs and data feeds accepted;
• Governance cadence running: weekly operations calls, monthly reviews, quarterly business reviews;
• Provider scorecards in place by day 30, 60 and 90;
• Shipment data coverage: program shipments with milestones reported by the responsible LSP;
• Need-date visibility: purchase orders and expediting status linked to shipments;
• Issue log: open items, age and closure;
• Steady-state handover on plan.

What You Will Do:

Program setup

• Map the shipper's logistics landscape: suppliers, LSPs, lanes, Incoterms, contracts and systems;
• Design the control tower process: order release, booking, milestones, exceptions, documents and invoices;
• Agree roles and responsibilities between the shipper, Skypace and each LSP.

LSP onboarding

• Onboard the shipper's designated forwarders, carriers, customs brokers and site logistics contractors into the program;
• Set data requirements for each LSP: milestones, documents and charges, connected through EDI, API, portal or file;
• Train LSP and supplier users and verify the first shipments end to end.

Governance and scorecards

• Establish the meeting cadence and the escalation paths;
• Build provider scorecards with the analyst: on-time performance, data timeliness, documentation accuracy, invoice accuracy;
• Run the first business reviews and agree corrective actions with each LSP.

Project logistics interface

• Link purchase orders, expediting status and need dates to shipments;
• Coordinate with project procurement, materials management and site logistics on delivery sequencing.

Handover

• Bring the program to steady state and hand over to the program manager with scorecards, SOPs and the open-items log.

Operational Interfaces:

• Shipper side: project procurement, category management, expediting, materials management, site logistics, trade compliance;
• LSP side: forwarders, carriers, customs brokers, warehouse and site logistics contractors;
• Skypace side: program managers, operations, platform and integration team, analysts.

You're a Fit If:

• 7+ years in project logistics, LLP or 4PL programs, or logistics governance at a shipper, EPC contractor or LSP;
• Experience managing several LSPs under one process: onboarding, SOPs, scorecards, business reviews;
• Working knowledge of project supply chains: purchase orders, expediting, need dates, Incoterms 2020, export and import compliance;
• Experience with control tower or visibility implementations and LSP data integration;
• Skill in stakeholder management across procurement, engineering, site teams and providers;
• Based in Houston or willing to relocate.
