Job description

This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in September 2027. If filled by a King County employee who has passed their initial probation, it will be a Special Duty Assignment.

The Procurement & Payables section of King County's Finance and Business Operation Division is seeking a Supplier Program Manager (Project/Program Manager 3)! This SDA/TLT presents an excellent opportunity to lead and advance critical projects while honing your project management expertise.

The person selected for this role will be instrumental in leading supplier program projects within the Procurement & Payables Section, including overseeing any upgrades to supplier-facing E-Procurement (Oracle Fusion Cloud Procurement) modules. Reporting to the Organizational Support and Communications team supervisor, this hybrid role requires two days in the office at King Street Center in downtown Seattle. The ideal candidate is skilled in project and change management, supplier relationship management, and fostering cross-functional collaboration. They should bring a strong customer service ethic and commitment to continuous improvement and advancing pro-equity contracting. While training will be provided to ensure proficiency in supplier program tasks, prior experience using King County’s E-Procurement system (Oracle Fusion Cloud Procurement solutions) will be highly advantageous.

Scope of Job Duties
  • Lead projects that oversee upgrades to supplier-facing E-Procurement modules, ensuring timelines, deliverables, and strategic objectives are met using project management software and other tools.
  • Work collaboratively with P&P technical teams, subject matter experts, administrative staff, and leadership, as well as the Business Resource Center technical teams, to advance projects, identify needs, assign tasks, and support program and project success.
  • Serve as a primary point of contact for supplier program inquiries, facilitating effective communication, resolving supplier and customer inquiries, and supplier-related tasks within E-Procurement.
  • Develop and execute change management strategies for supplier-facing initiatives, ensuring smooth transitions during updates or changes.
  • Maintain and update E-Procurement Supplier Portal User Guides as needed, continuously improving resources for operational excellence.
  • Identify key metrics to measure the success of projects, programs, and events, and refine approaches based on data insights.
  • Coordinate and facilitate monthly Supplier Orientations on “How to do Business with King County”.
  • Review and update supplier orientation materials on a monthly cadence.
  • Coordinate and attend all Trade Shows as outlined in P&P’s 2027 Trade Show plan to promote how suppliers can do business with King County.
  • Deliver exceptional customer service by supporting and guiding both internal and external stakeholders within the supplier program, fostering strategic relationships across King County P&P, DES, and external stakeholders.
  • Apply Lean tools and principles to drive process improvements, enhance productivity, and support a streamlined, efficient government procurement system.
  • Manage competing priorities while staying focused on milestones and program objectives, always applying a lens of innovation and continuous improvement to advance operational excellence.
  • Perform other duties as assigned.
Minimum Qualifications
  • Proven expertise in project management, including experience using tools to manage timelines, deliverables, and team coordination.
  • Proficiency in E-Procurement systems and experience with supplier program administration. Prior experience with King County’s E-Procurement system (Oracle Fusion Cloud Procurement solutions) is a plus.
  • Strong organizational and multitasking abilities in a fast-paced work environment.
  • Exceptional communication and interpersonal skills to effectively engage internal and external stakeholders.
  • Demonstrated problem-solving abilities and a continuous improvement mindset.
  • Strong communication, interpersonal, writing, and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.
Preferred Qualifications
  • Experience using Zoom platform to conduct trainings and meetings.
  • Experience with public procurement
  • Experience with public speaking to big groups and/or facilitating large training sessions
  • Experience in User Acceptance Testing
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools

Position Information:
  • Work Site Details: The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.   • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is non‑exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible. Employees are paid on a bi‑weekly schedule, every other Thursday, comprising a 40‑hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is Teamsters 117 represented.
