Job description

The Finance and Business Operations Division is seeking a Pro-Equity Contracting Program Supervisor for the Business Development and Contract Compliance Section. This is an opportunity to serve your community and work with a dynamic team.

The Pro-Equity Contracting Program Supervisor (Project Program Manager IV) work leads to the implementation of King County’s pro-equity contracting Executive Order. You will supervise staff engaged in work and programs to expand opportunities for diverse, small, and disadvantaged businesses and ensure compliance.

This position oversees pro-equity local small-business and federal disadvantaged-business programs. Responsibilities include monitoring contract performance, ensuring compliance, providing technical assistance to contractors, analyzing data, reporting on equity goals, and developing strategies to increase participation by small and disadvantaged businesses in county contracts.

Scope of Job Duties

This position will oversee the pro-equity small business contracting program, the federal disadvantaged business program, and compliance and monitoring activities throughout contract performance and project closeout. The goal is to ensure that contractors meet established pro-equity and workforce objectives aligned with King County’s Equity and Social Justice Strategic Plan. The supervisor will support current initiatives and develop new strategies to increase participation by small and disadvantaged businesses in county contracting opportunities, including architecture, engineering, professional and technical services, construction, and goods and services contracts.

  • Supervise staff administering the County’s Contracting Opportunities Program, federal Disadvantaged Business Enterprise program, contract compliance, and small contractor certification.
  • Hire, coach, train, and motivate the team. Identify, prioritize and manage staff workload. Ensure new employees are thoroughly onboarded, trained, and supported in their roles. Ensure employees follow King County policies, procedures, rules and regulations. Recognize individual and team accomplishments.
  • Manage employee performance including establishing performance expectations, deliverables, and metrics. Provide staff with regular coaching and positive and corrective feedback. Hold staff accountable for work quality and quantity and completing required training. Discuss individual performance with employees and recommend training and development plans. Conduct performance evaluations.
  • Develop materials and presentations, deliver training, facilitate workshops, maintain the online directory, and coordinate goal setting and progress monitoring with departments.
  • Build stakeholder relationships to advance pro-equity contracting. Attend monthly coordination meetings and enhance processes to support small business participation by implementing best practices.
  • Set diverse business contracting goals and requirements. Report on performance, metrics, and participation benchmarks, and analyze data to meet deadlines.
  • Oversee contract closeouts to ensure compliance with BDCC requirements.
  • Lead outreach and training to increase small business participation. Provide staff support, maintain partnerships, and serve on committees as needed.
  • Hold monthly compliance reviews with agencies to support pro-equity contracting and increased small business utilization.
  • Draft policies, develop contract boilerplates, and create standard work to increase procurement diversity. Update materials, forms, and contract language to reflect legal changes.
  • Assist contractors with the online compliance system, support contract closeout, and respond to inquiries within 48 hours.
  • Lead and participate in continuous process improvement.
Minimum Qualifications
  • Demonstrated professional experience in DEI, facilitation, program design, community engagement, public administration, business development, economic development, or related fields.
  • Proven experience supervising teams in high-volume environments, including tracking work deliverables, maintaining data, and responding to customer inquiries in a timely manner.
  • Experience maintaining accurate records in an online database with strong attention to detail.
  • Uphold the Division’s Equity and Social Justice values.
  • Strong communication, interpersonal, writing, and customer service skills
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.
Preferred Qualifications
  • Experience using Neogov, PeopleSoft, and King County’s E-procurement system
  • Experience working in government
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools

Position Information
  • Work Site Details: The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.   • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is not represented.

Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work.
