Job summary

The Veterans Benefits Administration is seeking a Veterans Service Center Manager (VSCM) to provide information and assistance to Veterans, dependents and survivors regarding their rights to benefits. The VSCM will lead VBA personnel and coordinate activities with other divisions in the Regional Office.

The manager will ensure compliance with time-in-grade requirements, oversee project-led initiatives, and supervise staff to meet program goals in a federal setting.

Job description

The Veterans Service Center Manager (VSCM) is responsible for providing information and assistance to Veterans, their dependents and survivors regarding their rights to benefits under laws and regulations administered by VA and other agencies. The VSCM provides leadership and direction to the VSC personnel and coordinates activities with other divisions in the Regional Office.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 09/10/2026.

TIME-IN-GRADE REQUIREMENT

As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-15 position you must have served 52 weeks at the GS-14 level.
  • If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 15 or higher and the promotion potential of your current position must be at least at the GS-15.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT

You may qualify based on your experience and/or education as described below:

GS-15 Grade Level
Specialized Experience

To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as (1) Comprehensive knowledge of veteran benefit programs or VBA business lines and laws affecting veterans' compensation and pension benefits to provide guidance and direction on claims and appeals processing; (2) Supervised, managed, or served as a project lead to accomplish performance and project goals;AND (3) Possesses knowledge of employee relations (e.g., performance or conduct based actions) or labor relations (e.g., grievance process or negotiations) practices.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.

Volunteer Experience

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment

Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements

The work normally involves mental rather than physical exertion. The work is mostly sedentary; however, there may be some walking, standing, and carrying of light items.
