Air Force Test Center seeks a High-Impact Supervisory Program Manager to lead the Joint Simulation Environment (JSE) program at Edwards AFB. You will direct multi-discipline teams, set program direction, and coordinate with Air Force stakeholders to ensure successful testing and evaluation of EW systems.

The role requires seasoned program management, strong leadership, and expert knowledge of acquisition practices, with travel and security requirements typical for DoD programs.

Qualifications

Responsibilities

  • Supervise and direct up to 75 civilian and military personnel, including contractor staff, in the JSE acquisition program.
  • Provide program management and leadership for the JSE mission, applying management, EW, modeling, and test concepts to ensure validity and credibility of E&T.
  • Maintain core technical program management/expertise for JSE and integrate future EW capabilities.
  • Prepare investment packages in avionics, radar, sensors, survivability, and EW to align with customer needs and strategic plans.
  • Apply quality programs and metrics to track status and baselines in cost, schedule, and performance.

The Air Force Test Center is looking for a Full-Time Supervisory Program Manager (NH-1101-04) to work at the 412th Test Wing, 412th Electronic Warfare Group, 445th Test Squadron (445 TS/EWJP) at Edwards Air Force Base.

Lead the Joint Simulation Environment (JSE) - Air Force, 412th Electronic Warfare Group, 412th Test Wing, Air Force Test Center (AFTC), Air Force Materiel Command (AFMC). Direct the overall effort for building, delivering, and sustaining JSE as a modeling and simulation capability under the AFTC test & evaluation portfolio. Overall responsibilities include technical direction, leadership, and systems engineering process functions for all Integrated Product Teams, including concept development, MILCON design/build, material acquisitions, and architecture development.

Typical 2026 salary range: $146,632 - $197,200 per year (includes locality)
Travel Requirements: Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 60 days per year.

Major Duties:
  • Supervise and direct up to 75 multi-disciplined civilian and military personnel, and lead contractor personnel in the execution of the Joint Simulation Environment (JSE) acquisition program. Evaluate performance, review appraisals, resolve complaints, affect disciplinary action, and recommend action in serious cases IAW AF and OPM processes.
  • Provide program management and leadership expertise to the JSE mission. Formulate and apply appropriate program management, electronic warfare, modeling and simulation, technical direction, test philosophy, policy, goals, objectives, and priorities to ensure validity, efficiency, and credibility in the acquisition, training, and test and evaluation of weapon systems.
  • Responsible to AFTC senior management for maintaining a core of technical program management/acquisition expertise for the acquisition of JSE and the integration of future EW weapon system's T&E capabilities requirements. Manage the JSE EW I&M workforce experience by assigning personnel consistent with individual, career, and AF needs.
  • Prepare, administer and review investment Needs/Solutions packages in avionics, radar, sensor, survivability, and EW disciplines for completeness, accuracy, relevancy to customer requirements, and compliance with the T&E mission, Mission Support Plan (MSP), EW Test Capabilities Master Plan (TCMP), EW Group Roadmap, and JSE Roadmap. Represent the Group at meetings.
  • Implement quality management programs and develop adequate metrics for measuring JSE program status, including ensuring the establishment of sound program baselines in cost, schedule, and performance, measuring program progress against the established baselines.
Qualifications/Requirements:
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain and maintain a Top-Secret Security clearance.
  • This is drug testing designated position.
  • Obtain & maintain DAU Level II for Test and Evaluation.
  • This position is subject to a confidential financial disclosure requirement
  • Expert knowledge of acquisition program management practices and principles.
  • Expert knowledge of advanced concepts, principles, and techniques across multiple interrelated and integrated technical and test engineering disciplines; strong knowledge of combat aircraft avionics, armament, radar, sensor, survivability, of electronic warfare systems or related systems/subsystems.
  • Strong ability to plan and organize work, coordinate between various electronic/aerospace/mechanical engineering and test disciplines and coordinate with other Air Force, DoD, and other domestic and foreign government agencies..
