Position Overview/Duties

The Huntington District is recruiting for a Supervisory Engineer, within the Maintenance Section of the Operations Division located in Huntington, WV.

Supervisory Engineer, GS-0808/0810/0830/0850-13 with the U.S. Army Corp of Engineers, Great Lakes and Ohio River Division (LRD.

  • DESCRIPTION OF ASSIGNMENT/DUTIES:
    • GS-0808/0810/0830/0850-13 Supervisory Interdisciplinary Engineer GS-xxxx-13
    • Directs all major structural maintenance and repair work on the district's navigation and flood control infrastructure to sustain operational readiness, extend asset lifecycle, and ensure compliance with engineering standards.
    • Manages the Maintenance Section's budget and labor estimates.
    • Supervises a team of subordinate personnel by planning work assignments, establishing performance standards, evaluating achievements, identifying training needs, resolving grievances, and recommending personnel actions
    • Applies professional engineering knowledge and technical principles the maintenance, repair, and improvement of project machinery and appurtenances to ensure safe, reliable, and efficient operations.
    • Coordinates operational requirements, maintenance programs, and technical initiatives with district elements, federal and state agencies, and commercial stakeholders to align regional priorities, resolve operational conflicts, and promote program efficiency.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

    • MINIMUM Education Requirement . (Note: You must attach a copy of your transcripts.
      • A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
      • OR
      • B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
        • Professional registration or licensure -- Current registration as an Engineer licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
        • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional
  • In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirement listed below:
    • Minimum Experience Requirement :TO QUALIFY FOR GS-13: One year of specialized experience which includes Directing and managing comprehensive maintenance, repair, and operational programs for major civil works infrastructure (such as locks, dams, flood risk management structures, or marine/heavy industrial plant equipment); Formulating, justifying, and executing multi‑million dollar annual maintenance work plans, resource allocations, and project budgets; providing expert technical oversights, approving contract specification of work and overseeing qualify assurance for high‑dollar service and construction contracts; and Supervising or leading a multi‑disciplinary personnel including establishing performance objectives, evaluating personnel and managing section‑level resource and administrative requirements.
    • This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS‑12). This experience must be demonstrated within your resume.
    • EDUCATION: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
  • TIME IN GRADE REQUIREMENT: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent:
    • For GS-13 - 52 weeks at GS-12
