Position Overview/Duties

The Nashville District is recruiting for a Project Engineer, responsible for accomplishing assigned engineering duties and responsibilities on several simultaneous projects. This position is located within the Nashville Integrated Project Office, Chickamauga Lock Resident Office in Chattanooga, TN. Management may select from any grade level being advertised, with the full performance grade level being GS-11.

Description Of Assignment/Duties

• Responsible for providing technical supervision and administrative field control over construction performed by contractors and subcontracts.


• Closely monitors construction progress to ensure timely progress, minimize delays and provide upward reporting to project managers.


• Conduct pre-construction conferences to assure the contractor has a clear understanding of the full scope and conditions of the contract and of their role in the Quality Control/Quality Assurance process.


• Reviews and evaluates contractor’s submittals including, but not limited to, Environmental Protection Plan, Quality Control Plan, Accident Prevention Plan, Work Plans, Construction Schedule, civil/architectural/structural shop drawings, and materials for conformity with applicable contract plans, specifications, and requirements.


• Makes on-site decisions regarding compliance with contract provisions and environmental harmony, and exercises engineering judgement to affect a solution between conflicting plan details or requirements which become evident as construction progresses.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Individual Occupational Requirement For Civil Engineer (0810) Series

• Degree: A bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor\'s degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

• Combination of Education and Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:


• Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board\'s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.


• Written Test: Successful completion of the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. (Note: You must submit copies of all relevant transcripts AND proof of passing the Fundamentals of Engineering (FE) examination or other written test required for professional registration with your application package.)


• Specified Academic Courses: Successful completion of at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Note: You must submit copies of all relevant transcripts with your application package.)


• Related Curriculum: Successful completion of a curriculum leading to a bachelor\'s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. GS-07 Specialized Experience

One year of specialized experience which includes assisting in the design and construction of civil engineering structures or systems using established criteria or specifications; monitoring civil engineering projects and resources; and identifying civil engineering problems and/or recommending corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05);

OR

• Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering or superior academic achievement;

OR

• Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).

GS-09 Specialized Experience

One year of specialized experience which includes performing field inspections of construction projects, ensuring project compliance with plans and specifications, and completing construction progress reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07);

OR

• Education: Master\'s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering.

OR

• Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. GS-11 Specialized Experience

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Degree:

Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Engineering. OR

Combination of Education and Experience:

Have the specialized experience as described above, but less than one year; and have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Conditions Of Employment

• This position requires a valid stated motor vehicle driver\’s license to be qualified to drive Government vehicles in accordance with Corps of Engineers Standards.


• Incumbent must have sufficient mobility to traverse projects, climb ladders, walk on stone breakwaters or similar structures and work on rough terrain; work in various weather conditions including extreme heat and cold for extended periods of time; travel by boat, air (fixed wing or helicopter) or rail; work overtime (after hours and weekends); assist emergency operation on natural or man‑made disasters within the district boundaries; work could include being in the field as part of a flood team or manning the emergency operation center in the district.


• Projects may vary in length and location from the Area/Resident Office, thus requiring Temporary Duty (TDY) up to 25% of the time and/or permanent change of station (PCS) moves on a recurring basis.


• Incumbent may be required to work at hazardous toxic, or radioactive waste (HTRW) sites. The incumbent is required to: have the 40-hour HTRW OSHA training and annual refreshers; participate in the Corps medical surveillance program (pre-employment/annual fit-test); and by physically able and willing to enter HTRW sites when appropriately attired in Personal Protection Equipment (PPE).


• One-year probationary period may be required.


• Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. Position is designated as Non-sensitivity-No access security clearance.
