The Veterans Benefits Administration in Washington, DC seeks a Senior Supervisory Government Information Specialist to lead Records, FOIA, and Privacy Act programs and to shape departmental policy and governance across VBA's information management functions.

You will manage complex requests, supervise staff, coordinate budget and procurement, ensure compliance, and guide strategic information technology initiatives within a federal agency environment.

Job description

  • Plans staff workload on a weekly and monthly basis and develop projections for future quarters and project years. Adjusts staffing levels or work procedures to accommodate resource allocations made by the Director and/or Executive level Directors. Ensures efficient use of assigned staff. Ensures effective communications and timely distribution of information pertinent to affected programs, employees' internal personnel and administrative actions, to include salary and pay-related and time keeping actions.
  • Implements and manages the Department's Records, FOIA and Privacy Act programs. Develops Privacy Act policies, procedures, and guidelines for the Department. Participates in the policy development and decision-making process, making recommendations concerning the Department's compliance with Records Management, FOIA and Privacy Act requirements.
  • Develops and promulgates Departmental policy pertaining to the FOIA and Privacy Act. VBACO-wide responsibility for efficient and appropriate compliance with the Records Management, FOIA and Privacy Act. Conducts studies and oversees projects relative to the efficient management and operations of agency Records, FOIA and Privacy Act programs. Ensures the Chief of Information (CIO) and the Departments Chief FOIA Officer on the development and implementation of FOIA and Privacy Act policies, plans and procedures.
  • Oversees coordination and review of VA's responses to, complex Records, FOIA and Privacy Act requests for information; Congressional and executive level correspondences for review and concurrence, assessing privacy risks associated with programs, operations, and technology; planning and conducting educational training sessions on FOIA and Privacy Act requirements; developing, delivering, and supporting information technology (IT) systems and services, and requires practical knowledge of IT principles, concepts, and methods.
  • Analyzes the impact, feasibility, practicality, and effectiveness of FOIA and Privacy Act standards, regulations, programs, and policies; evaluates, processes, and makes recommendations for effective organizational changes; conducts fact-finding and investigations into more effective and efficient ways of managing the organization's work. Makes final determination on reliability of information under the FOIA and Privacy Act.
  • Oversees VBA-wide searches for records and documents responsive to FOIA and Privacy Act requests. Supports the Department in litigation, Government Accountability Office (GAO) and Office of Inspector General (OIG) reviews relating to FOIA and Privacy Act and related matters.
  • Oversees and manages the financial budgets and reporting requirements, and manages a stable, multi-year resource base for personnel, administrative support, and contract funds for products and services to ensure the program's continuity and effectiveness.
  • Responsible for managing and supervising all highly technical business-related activities, strategy and legislative affairs that support directing VBA's Records, FOIA, and Privacy Act programs.

TIME-IN-GRADE REQUIREMENT

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

For a GS-15 position you must have served 52 weeks at the GS-14 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT

You may qualify based on your experience and as described below:

GS-15 Grade Level
  • Specialized Experience: 1 year equivalent to at least the next lower grade:
    • Experience in implementing and managing Records Management, FOIA and Privacy Act programs.
    • Experience in policy development and decision-making process, making recommendations concerning compliance with FOIA and Privacy Act requirements.
    • Experience managing program evaluations, development of reports on program status and management of data systems for the program, and the provision of information and advice to field activities.
    • Experience in implementing and managing Records management programs.
    • Experience in planning and managing multi-year financial budgets and reporting requirements.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
