Duties

The Supervisory Facilities Operations Specialist is responsible for providing a variety of building management services that are outlined in each zone Service Agreement with the respective museum and/or research center.

In This Position, You Will:

  • Provide building/facility operations and maintenance services to SI buildings including historic structures, museums, restaurants, shops, theaters, laboratories, daycare centers, etc.
  • Compile projections for and execute a multimillion-dollar facility maintenance budget.
  • Develop contract specifications, evaluate vendors’ bids and proposals; serve as COTR.
  • Develop and plan staffing requirements, work schedules, priorities, and budgets to support central maintenance contracts. Review and evaluate existing programs and activities; identify program improvement needs and changes; develop and implement plans and alternatives to improve operations or adjust to changing requirements to ensure a cost effective and efficient operation.
  • Maintain communication with and provide visual presentations to a wide range of individuals and organizations, including the Building Management staff, Smithsonian and museum administrators, the public, scientific staff, contractors, educators, engineers, architects, and other government officials
  • Provide information and liaison regarding contracts, programs and related matters to the zones, occupants of facilities, the SI at large, and visitors.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service. For this position, specialized experience is defined as performing facility operation and maintenance administrative duties such as administering contracts for maintenance projects, projecting and managing facility maintenance budgets, coordinating and scheduling facility maintenance projects, providing logistics support for special events, etc.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

  • Knowledge of facility operations and maintenance functions including such aspects as facility inspections, health and safety, environmental issues, utilities, plumbing, and HVAC.
  • Knowledge of the budget process and associated financial management methods.
  • Knowledge of the Federal Acquisition Requirements and the rules and regulations governing COTR responsibilities.
  • Demonstrate ability to supervise, manage and motivate a diverse range of personnel.
  • Ability to communicate clearly, concisely and persuasively in speech, to a wide range of individuals and organizations.
  • Ability to communicate clearly and concisely in writing, to a wide range of individuals and organizations (i.e. memos, reports and emails).

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

  • Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
  • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
  • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category.
