Job description

This position offers eligibility for the Education Debt Reduction Program (EDRP), a student loan repayment initiative. Applicants must meet specific eligibility criteria per VHA policy and submit their EDRP application within four months of appointment. The program's approval, award amount (up to $200,000), and eligibility duration (one to five years) are determined by the VHA Education Loan Repayment Services after reviewing the application.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be tentatively selected but cannot be hired until all requirements are fulfilled.

Basic Requirements:

  • United States Citizenship: Non-citizens may be appointed only if qualified citizens are unavailable, in accordance with VA Policy.
  • Education: A bachelor's degree or higher in medical laboratory science, medical technology, clinical laboratory science, or related sciences (e.g., chemistry, biology, microbiology, immunology) from an accredited institution.
  • English Language Proficiency: Must be proficient in spoken and written English as per 38 U.S.C.7403(f).
  • Certification: Must meet one of the certification options below:
    • Generalist certification as an MLS by ASCP BOC or AMT.
    • Generalist certification as an MT by ASCP BOR or AMT.
    • Categorical or Specialist certification by ASCP or AMT.

Current VHA employees may qualify under the Grandfathering Provision if they meet specific criteria outlined in the VA Qualification Standard.

Experience

  • Creditable Experience: Relevant paid or non-paid employment in a clinical laboratory setting, excluding research lab experience.
  • Part-Time Experience: Creditable proportionally based on hours worked per week.
  • Quality of Experience: Must be comparable to CLS experience at the next lower grade, with higher-level duties performed at least 25% of the time for above FPL roles.

Grade Determinations

GS-12 Supervisory CLS

Experience: One year at the GS-11 level, performing, evaluating, and interpreting laboratory procedures across various specialties, with responsibilities including quality control, maintenance, troubleshooting, and possibly lab management tasks.

Knowledge, Skills, and Abilities: Must demonstrate knowledge of regulations, quality management, laboratory operations, leadership, supervisory responsibilities, planning, and fiscal management.

Preferred Experience: Supervisory experience.

Physical Requirements: Moderate lifting, walking, standing, bending, reaching, finger dexterity, visual and auditory acuity, ability to work around machinery and irregular hours, and dealing with noise and moving parts.
