Duties
Help
  • Supervises, directs, and provides guidance to personnel engaged in developing financial management policies and procedures, ensuring accurate and timely accounting, assists with the audits of the financial statements by a public accounting firm.
  • Develops plans of action and milestones for major work projects and ensures timely and responsive replies to correspondence and other action items. Provides professional technical advice to Federal and contractor personnel.
  • Provides expert professional and technical advice to Division Chief on policies and procedures, as well as legal and regulatory requirements relative to accounting, accounts receivable reporting, billing, and cash management.
  • Resolves unusual and highly complex accounts receivable accounting problems, making extensive revisions and improvements to existing systems, policies and procedures.
  • Serves as the principal liaison between DISA and DFAS on all accounting and reporting issues. Identifies problem areas and independently resolves highly complex issues with appropriate level of DFAS management.

  • In accordance with DoD Instruction 1300.26, Operation of the DoD Financial Management Certification Program, this position requires Level 3 Certification under the DoD Financial Management (FM) Certification Program.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
Qualifications

Basic Requirements:

This Position Has a Positive Education Requirement. To Qualify For This Position You Must Meet One Of The Basic Requirements Described Below:

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor") OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24‑semester‑hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4‑year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

You are required to provide proof of education or proof of certification to be considered for this position.

Specialized Experience

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service, is required.

Specialized experience is defined as

Specialized experience is defined as experience managing or leading enterprise-level financial operations involving revenue management, customer billing, and accounts receivable within a revolving fund, working capital fund, fee‑for‑service, commercial‑equivalent, or comparable financial environment; analyzing and resolving complex accounting, billing, accounts receivable, and revenue‑recognition issues in accordance with applicable Federal accounting standards, Generally Accepted Accounting Principles, or equivalent statutory requirements; or developing, evaluating, or implementing financial policies, procedures, and internal controls that improve financial operations and support accurate financial reporting and audit readiness.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.
