The Supervisor-WTP supervises, leads, and monitors all treatment plant operations for the Dallas Water Utilities. Supervises staff and oversees treatment plant working conditions and activities.
Job Description
Essential Functions
1 Serve as the licensed operator-in-charge in accordance with state regulatory requirements providing leadership, expertise, and direction for the treatment plant operations; supervising licensed operators responsible for performing general operations activities and handling customer issues or complaints across the City; prioritizes tasks, schedules, and assigns maintenance requests, and ensures that staff are completing work on schedule, and have clear performance expectations.
2 Hires, trains, and delivers performance evaluation and enforces discipline; verifies and approves time, manages equipment, tools, chemicals, and technology, and performs other supervisory tasks for department personnel.
3 Participates in the development and implementation of long-range plans, programs, and schedules; participates in the development and implementation of budget and resource allocation; determines goals and objectives needing emphasis; coordinates and facilitates the accurate management and oversight of all treatment operations to ensure consistent and safe services.
4 Identifies, troubleshoots, and addresses issues or concerns with treatment, production, and delivery methods, equipment, and facilities; checks and evaluates maintenance and treatment standards and assists in troubleshooting issues or equipment failures; performs audits and gives technical and mechanical direction.
5 Plans, controls, supervises, and coordinates activities and evaluates work completion; participates in and conducts various staff meetings to ensure equipment availability, reliability, and capacity in support of treatment activities.
6 Oversee process control duties such as monitoring and troubleshooting plant performance to ensure services comply with local, state, and federal regulations; supervises the use and application of chemicals and oversees laboratory analysis on plant samples; files necessary paperwork and works to optimize services and maintenance activities.
7 Hears and resolves serious complaints or simple grievances from employees; refers serious grievances to higher level managers; effects disciplinary actions or recommends serious disciplinary actions to managers.
8 Finds and implements methods to improve production or effectiveness.
9 Develops, creates, and implements practices, procedures, and standards to standardize operations to ensure quality and efficiency.
10 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Texas Commission on Environmental Quality regulatory compliance requirements for drinking water.
2 Knowledge of water systems, mains, facilities, and general equipment.
3 Knowledge of treatment plant and pump station equipment, processes, and procedures.
4 Knowledge of Supervisor Control and Data Acquisition (SCADA) systems to monitor and optimize treatment operations.
5 Knowledge of OSHA safety and HazMat handling.
6 Knowledge of use and care of laboratory equipment.
7 Ability to read complex design schematics.
8 Ability to follow and give oral and written instructions and read charts and maintain written records.
9 Ability to supervise, advise, and counsel technical and mechanical staff
10 Ability to oversee and preform advanced wastewater treatment methods.
11 Ability to perform math calculations
12 Ability to perform a variety of manual labor for extended periods.
13 Ability to lift and work with heavy equipment.
14 Ability to maintain record keeping or work log system.
15 Communicating effectively verbally and in writing
16 Establishing and maintaining effective working relationships.
