Job summary

Metra is seeking an Administrative Support professional to oversee labor force databases, postings, awards, and apprentice programs. You will work directly under the Chief Mechanical Officer, coordinating HR data, interviews, and staffing decisions while ensuring compliance with labor agreements.

The role requires strong communication, office software proficiency, and the ability to supervise staff with discretion and judgment. Flexible hours may be necessary to meet schedule demands.

Qualifications

  • Bachelor’s degree or four years of equivalent experience in HR/labour contract administration.
  • Minimum four years of HR, labour contract administration, position control, or payroll experience.
  • Knowledge of job classification and seniority in collective bargaining agreements.
  • Knowledge of grievance and disciplinary processes in CBAs.
  • Proficient in Microsoft Office Suite (Excel, Access, Word).
  • Ability to supervise staff and manage confidentiality.
  • Flexible hours including early morning, evenings, weekends.

Responsibilities

  • Assign, guide, monitor, and approve tasks performed by staff.
  • Ensure training needs are met and evaluate performance.
  • Supervise bi-weekly job postings and awards; facilitate bumps; oversee abolishments per labor agreements.
  • Maintain databases and personnel files on contracts and management employees.
  • Administer the Mechanical Apprentice Program with the Workforce Education Department.
  • Coordinate candidate interviews for apprentice and union positions; participate in hires.
  • Promote safe work practices and maintain a safe work environment.
  • Perform related duties to meet organizational needs.

The final salary will depend on the candidate's qualifications. Those with 8 years or more of required experience can expect offers up to the midpoint of the salary range. Metra provides full pay ranges so candidates can consider their growth potential.

Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Mechanical coordinates and oversees the repair, inspection, cleaning, rebuilding, replacing and maintenance of 1,180 pieces of rolling stock used in commuter service. The department’s goal is to provide safe, clean and reliable service while maintaining the fleet to the standards of the Federal Railroad Administration, Association of American Railroads, American Public Transit Association and the original equipment manufacturers.

Reporting directly to the Chief Mechanical Officer, the position will be responsible for
supervising the maintenance and administration of all departmental labor force databases
including: job postings, awards, bumps, abolishments, seniority, discipline, and work histories for use in employee transfers, bumping, and promotions, in accordance with applicable labor agreements. The position will also coordinate and administer the Mechanical ApprenticeProgram.

The primary duties include:Assign, provide guidance, monitor, and approve tasks perform by staff. Ensure training needs are met and evaluate performance.Supervise and manage bi-weekly job postings and awards, facilitate bumps, and oversee abolishments in accordance with applicable labor agreements.Maintain databases and personnel files containing information on contract and management employees including records of termination, leave of absences, and pending hearings.Administer the Mechanical Apprentice Program including working with the Workforce Education Department and division managers to place apprentices for on-the-job training (OJT), track progress throughout the length of the program, and submit verification of hours in the program for veterans through the U.S. Department of Veteran Affairs.Submit department requisitions for open positions, conduct candidate interviews for the apprentice program and for union positions, and participate in recommending hires.Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures.Promote safe work practices and maintain and foster a safe work environment.Perform otherrelated duties as assigned to meet the ongoing needs of the organization.

  • Bachelor’s degree, OR in lieu of a specified degree, a combination of education and experience may be substituted for the required degree that equals four (4) years of human resources, labor contract administration, position control, or payroll related experience.
  • In addition to #1 above, must have a minimum of four (4) years of human resources, labor contract administration, position control, or payroll related experience.
  • Considerable knowledge of job classification and seniority in collective bargaining agreements.
  • Considerable knowledge of grievance and disciplinary processes in collective bargaining agreements.
  • Good knowledge of general administrative functions.
  • Good knowledge of the Maximo-Asset Management Program.
  • Good verbal and written communication skills.
  • Good organizational and analytical skills.
  • Proficient in Microsoft Office Suite, specifically in Excel, Access, and Word.
  • Ability to supervise staff.
  • Ability to exercise good judgment and maintain confidentiality.
  • Ability to meet collective bargained union agreement deadlines.
  • Must be available to work flexible hours in the early morning, late afternoon,evenings, or weekends.
