Job summary

Anoka County seeks a senior leader to guide the Economic Assistance Department, directing eligibility, policy development, and program administration. You will coach staff, oversee case management, and ensure compliant operations across SNAP, Medicaid, and cash assistance while collaborating with partners and state groups.

The role requires strong leadership, analytical skills, and the ability to manage multiple projects with accuracy and deadlines.

Qualifications

  • Bachelor's degree and three years of full-time job-related experience determining eligibility for public assistance programs.
  • Equivalent combination of education and experience may substitute for the required education.
  • Preferred: Three or more years of full-time leadership or supervisory experience in a Minnesota County Economic Assistance Department.
  • Preferred: Five or more years of full-time experience with public assistance programs.
  • Preferred: Degree in Behavioral Science, Human Services, Education, or related field.
  • Ability to lead, coach, mentor, and develop staff.
  • Strong knowledge of public assistance policies, procedures, and regulations.
  • Ability to interpret and communicate complex laws and rules.

Responsibilities

  • Lead a team delivering public assistance programs to promote dignity and self-sufficiency.
  • Oversee client eligibility, case management, and office support for SNAP, Medicaid, cash assistance, and emergency programs.
  • Analyze and initiate policy development and procedures.
  • Coach, provide feedback, and support employees.
  • Oversee and refine departmental processes and automated caseload administration.
  • Provide leadership and direction to Economic Assistance department employees.
  • Review and monitor employee work for accuracy and timeliness in program administration.
  • Collaborate with supervisory and management groups to develop workflows and agency procedures.
  • Ensure compliance, integrity, and accuracy across federal, state, grant-funded, and county programs.
  • Participate in committees and work groups to design policies and procedures.
  • Lead committees and partner with community organizations to establish work protocols.
  • Coordinate services and funding with community partners.
  • Educate departments about legislative changes affecting programs and services.
  • Analyze policies and procedures and recommend redesign or implementation.
  • Represent Anoka County on state work groups and at community events.

Requirements
  • Bachelor's degree and three years of full-time job-related experience determining eligibility for public assistance programs
  • An equivalent combination of education and experience may substitute for the required education on a year-for-year basis
  • Preferred: Three or more years of full-time experience in a Minnesota County Economic Assistance Department in a leadership or supervisory capacity
  • Preferred: Five or more years of full-time experience working directly with public assistance programs
  • Preferred: Bachelor's degree or higher in Behavioral Science, Human Services, Education, or a related field
  • Ability to lead, coach, mentor, and develop staff
  • Strong knowledge of public assistance policies, procedures, and applicable state and federal regulations
  • Ability to interpret, apply, and communicate complex laws, rules, and written instructions
  • Organizational skills to prioritize tasks, manage multiple projects, and meet strict deadlines
  • Advanced analytical and problem-solving skills with attention to detail
  • Excellent written and verbal communication skills
  • Proficiency using technology and data systems to manage workflows and monitor program performance
  • Ability to foster collaboration and maintain effective relationships with internal teams, external partners, and diverse populations
  • Ability to work Monday-Friday, 8:00 a.m.-4:30 p.m.
  • Successful completion of applicable pre-employment criminal/driving background check, drug screen, DOT physical, and/or other qualification checks may be required
  • Occasional travel to other county work sites; ability to drive a county or personal vehicle may be required
